MINUTES
VILLAGE OF ST HELENA
PLANNING BOARD MEETING,  AUGUST 4, 2011

Present were Chairman Jimmy English, Gerald Velie, Jim Milam, Teresa Coleman, Melvin James, Village Inspector Louis Hesse and Chad McEwen.

The meeting was called to order by Jimmy English.

The minutes from the July meeting were read and approved. 

Discussions were opened about the existing Table of Permitted Uses.  At last month’s meeting it was noted that the category for Parks/Recre- ational Grounds and Facilities had been omitted from the new Table.    Chad McEwen said that he had been over the new and previous Tables and did think anything else had been omitted.  No one else had found any other omitted uses. 

The recommendation previously sent to the Village Council regarding a text amendment to address this omission had not been acted upon. It was unanimously decided that a new recommendation be submitted to request the Village Council to hold a public hearing to consider a text change amendment adding “Parks/Recreational Grounds and Facilities” as a conditional use in the O&I, PUD, B2, R20, and RA20 zoning districts.

Louis Hesse presented a request from the Riportella family for a conditional use permit for Horse Boarding and Training on land located on Northwest Avenue consisting of 7.7 acres.  There would be fenced in areas for pasture and training purposes for no more than five horses and one new building (approx. 36 x 61 ft.) at the present time.  The Planning Board is recommending the conditional use permit be granted with the condition that all activities of training be during daylight hours.  This motion was made by Teresa Coleman and seconded by John Milam.

The meeting was adjourned at 7:15 p.m.
