VILLAGE OF ST HELENA

PLANNING BOARD MEETING OF November 3, 2011

Present were Chairman Jimmy English, Gerald Velie, Jim Milam, Teresa Coleman, Melvin James, Katrina Banks, Attorney Bob Hugh Corbett, Village Inspector Louis Hesse, and Chad McEwen.

The meeting was called to order by Jimmy English.

The minutes from the October meeting were read and approved.

It was reported that everything with the Riportella property had been settled.

Chad presented the Planning Board with information outlining the responsibilities and procedures as they pertain to the Planning Board and the Village Council.  He also brought up the possibility of disbanding the existing Board of Adjustments and having the Planning Board serve in both capacities.  This seems to be the trend for small municipalities and Mr. Corbett said there was no legal reason this could not be done.  In order to shorten the time span in trying to get conditional use permits, it was suggested that the requests for these permits go directly to the Village Council, bypassing the Planning Board completely. There was a lengthy discussion and a motion was made by Jimmy English to table the recommendation at this time.  The motion was seconded by Jim Milam.
