VILLAGE OF ST. HELENA

PLANNING BOARD MEETING OF August 2, 2012

Present were Chairman Jimmy English, Gerald Velie, Teresa Coleman, Melvin James, Village Inspector Louis Hesse, and attorney Bob Hugh Corbett.

The meeting was called to order by Jimmy English.

The minutes of the previous meeting were read and on motion by Gerald Velie and seconded by Melvin James, were unanimously approved.

The new draft for Article 22, Section 2 which was drafted by Mr. Corbett was discussed.  Some items found in the original Article were not required because State law supersedes local authority.  In the new Article, recreational areas for subdivisions are permissible, but are not a requirement.  After a few other suggested changes, on motion by Mr. Velie and seconded by Mr. James, the Planning Board unanimously voted to recommend the new draft to the Village Council.

Mr. Corbett also informed the Planning Board that the original Article 24 did not require the developer to file an impact statement with the Village of St. Helena and suggested we review the Article again to see if we should reinstate it.
