MINUTES ST HELENA PLANNING BOARD MEETING October 7, 2010
Present were Chairman Jimmy English, Gerald Velie, Teresa Coleman, Melvin James, and Chad McEwen, and Mary Bakan. The meeting was called to order at 6:30 p.m. by Jimmy English. As the first order of business, the Board was informed that Katrina Banks had resigned as Secretary due to medical reasons and Teresa Coleman would be acting as Secretary. Gerald Velie brought up the subject of using recorders for the meetings and was informed that progress was being made in that area but even when the recorders were available, they would only be used to research discrepancies in the minutes or to validate what was written. The main order of business was addressing the Unified Development Ordinance (UDO) and discussing changes presented by Mr. McEwen. It was clarified at this time that the area zoned RA20 now required a one (1) acre minimum lot size instead of the previous twenty thousand (20,000) square feet. The R20 area remained at one-half (1/2) acre because rezoning this area would put so many people in a non-conforming status, thus prohibiting their ability to add on to their existing home or adding any storage buildings, etc. Being a non-conforming lot would also affect the tax value as well. This also causes some concern about the density of population regarding the construction of future housing developments in this area. Mr. McEwen said that ideally we should have a variety of zones offering a graduating scale of various lot sizes. There was discussion of rezoning the New Road area, but no motion was made at this time. Everyone agreed to accept the description of each of the existing zones and the focus shifted to the list of permitted and conditional uses for each zone. Some progress was made before adjournment, but the list is rather long and will take more than one meeting to complete. When these issues are resolved, the issue of the zoning map will be addressed in an effort to bring everyone into a conforming status. The meeting was adjourned at 8:00 p.m.
