Planning Board Minutes

March 4, 2021

Attending the meeting is Planning Board Chair Jimmy English, Planning Board Member Gerald Velie,Planning Board Member and ETJ Rep Hersey Fennell, Planning Board Member and Secretary Cary Childress, Village Attorney Nathaniel Coleman, Planner Kim Rivenbark, Planning Board Katrina Banks, and Building Inspector Louis Hesse.

In the audience, was Village Clerk Mary Bakan.

Nathaniel Coleman presented final plat for Joseph T. Keech III. Building and lot numbers were NOT on the other maps.

On motion by Cary, and seconded by Gerald, the plat was approved by all the board voted “aye”.

Kim Rivenbark presented 5-30, 6-22, 6-23, 6-24 for removal in the new U. D.O. All agreed, only for discussion, not a vote based discussion.

They were discussion about travel trailers while working on home improvement (only working on a house).

Was a discussion on campers- 14 days vs. 30 days? Keeping it 14 days if the camper is visiting.

Signage- 9 p.m. until 6 a.m. –no illumination.

Consisting statement- The board finds the proposed text change amendment is consistent with the Village of St. Helena Comprehensive Land Use Plan. The board also finds that the proposed text change amendments is reasonable and in public interest because the U.D.O. into compliance with the North Carolina State Law General Statutes 160D.

Gerald made a motion, and it was seconded by Katrina, the consisting statement was approved by all.

Recommendation statement: The village of St. Helena Planning and Zoning Board recommends approval/ disapproval of the proposed text change amendment.

Cary motioned, and Hersey seconded it. All voted “aye”
