St. Helena Planning Board Minutes March 9, 2023 St. Helena Village Hall
Present were Chairman Jimmy English, Planning Board Member/secretary Carey Childress, Building Inspector Louis Hesse, Planner Kim Rivenbark, Planning Board Member Gerald Velie, Planning Board Member Katrina Banks, Planning Board Member Teresa Coleman, and Planning Board Member/ETJ representative Hersey Fennell.
In the audience were Sam Shore (from the Cape Fear Council of Government), Cedric Carr, Fredric Carr, William Rand, and Bill Rand.
Meeting started at 6:30 p.m.
Kim Rivenbark brought up rezoning of THE WAY THE TRUTH, AND LIFE CHURCH located at 3493 Newroad Ave in St. Helena. Fredric and Cedric Carr are representing the church. Kim Rivenbark explained that the church wants to go from R-20 to B-2.The church wants to rezone it so they can put a digital sign. Kim brought up the fact that it is more “inconsistent” than “consistent”.
The planning board discussed all the uses that property could be used for if they there the church to B-2.
The planning board discussed the brightness of the sign.
Conditional Zoning District was brought up. It would require two community meetings to be conditional.
On motion by Gerald, and seconded by Katrina, it was unanimous to table the issue until next month.
Next Kim brought up Rand wanting to rezone the property located between Safe Haven administration office and St. Joseph Catholic Church from O-1 to B-2. Safe Haven will be rezone as well.
Gerald brought up sewer and water?
Applicant decides to table the issue over sewer. They are going to do research from the Pender County Health Department and the county.
Katrina brought up applicant might want to use a “Conditional Zoning District” due to SUP (Special Use Permit).
Teresa motioned to table the issue. Hersey seconded it. The planning board unanimously approved tabling it.
Sam Shore discussed draft of section 4.1 (Community Facilities and Services) that will be part of the updated Comprehensive land use plan. Sam also passed out Chapter 5 and 6 to the planning board to look over.
Meeting ended at 7:36 p.m.
