MINUTES
VILLAGE OF ST HELENA
PLANNING BOARD MEETING 
April 7, 2011

Present were Chairman Jimmy English, Gerald Velie, Jim Milam, Teresa Coleman, Katrina Banks, Louis Hesse, Chad McEwen, and Mary Bakan.

The meeting was called to order at 6:30 p.m. by Jimmy English.

No minutes were read from the January meeting as the secretary was not able to attend January’s meeting.  In January, the discussion continued regarding the permitted and conditional uses for the Village of St. Helena.  The list was completed and the recommendations were sent to the Village Council.  There were no meetings held in February or March.

Louis Hesse said he had nothing new to report.

Chad McEwen said he would suggest having new UDO’s printed that would enable us to make page by page changes easier and without having to print the entire book.  At some point in the future, the UDO will most likely be available on line, but there is no estimated time for this to happen.

 During this month’s meeting, the Planning Board discussed several changes to the zoning map in an effort to bring everyone into a conforming status.  The primary recommended changes would take place around the area on Hwy 117 where Safeway Chevrolet and various other businesses are located.  It was recommended that this area be changed to a B-2 zone.  It was also recommended that part of the Industrial zone which adjoins Burgaw be changed to R-20 which would be congruent with the adjacent property located on the Burgaw side.  This change would essentially eliminate the O & I zone which now exists, but most of what would be allowed in the O & I would also be allowed in the B-2.  The Industrial zone with road frontage on Front Street would remain unchanged because it is adjacent to the Industrial zone in Burgaw and would encourage continuity in growth.   Another major recommended change discussed was changing the zone located around the Fairfield Subdivision from R-12 to R-20.  This would insure that lot sizes would not fall below 20,000 square feet.  There were a few minor changes recommended which would change zoning to be more in line with property lines.  Changes for New Road were discussed, but it was decided that no changes be recommended at this time with the exception of a small section located on Memory Lane.  A very small section would be changed from B-2 to R-20 which would bring that property into a conforming status.  Mr. McEwen will bring the Planning Board a revised map at the next meeting.
