MINUTES
Village of St. Helena Council Meeting
July 21, 2011

Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, Louis T. Hesse, and Chad McEwen.

Attending the meeting were Judy Katalinic , Gerald Velie, and Corbett’s daughter.

Mayor Barnhill called the meeting to order at 6:30 P. M.

Willie Knowles prayed.

On motion by Ron Rampone, and seconded by Nancy Jones, minutes of June 16, 2011 were approved unanimously after amending by adding June 7, 2011 minutes being approved and by adding that Nancy Jones requested that cleanup of property be put out for public bid.

On motion by Nancy Jones, and seconded by Ron Rampone, the financial report was approved unanimously.

Louis Hesse requested having the ordinance printed.  He discussed putting the ordinance on the internet.  Chad McEwen commented that a lot needs to be done.  Much discussion followed.

On motion by Nancy Jones, and seconded by Ron Rampone, it was unanimous that three UDO books could be put together.
Louis Hesse told the council a conditional use permit was going to be needed for a horse barn on Ed Croom’s property which has been sold.  Horses are to be trained.

Louis Hesse and Chad McEwen discussed the soccer field that is being planned.  The Planning Board  had recommended to move forward.  No motion was made to approve the soccer field and schedule a hearing.  The soccer field request was sent back to the Planning Board.

Ron Rampone brought up a request by George Spisak.  George was requesting that the town do something about roaming dogs.  After discussion it was decided to leave the dog 
problem under Pender County animal control.

Mayor Barnhill mentioned that $500  was in escrow for property.

Judy Katalinic asked about a Memory Lane repair.  Mayor Barnhill said that section should be repaired by DOT.

Judy Katalinic told the council of the improvements to the building and grounds by the Community Center Association.

On motion by Nancy Jones, and seconded by Ron Rampone, it was unanimous to sell the old tables for $20.00.

Nancy Jones asked about the map.  A lot of mailing would be required for rezoning.

On motion by Nancy Jones, and seconded by Ron Rampone, the meeting was adjourned unanimously.
