MINUTES Present were Mayor Robert Barnhill, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, Louis T. Hesse, and Chad McEwen. Ron Rampone was absent due to burned legs. Attending the meeting were Judy Katalinic, Kathy Hone, Judy Manning, Gerald Velie, William Hunter, Holly Riportella, Alice Southerland, and John Leimone. Mayor Barnhill called the meeting to order at 6:30 P. M. Willie Knowles prayed. On motion by Nancy Jones, and seconded by Jim Davis, minutes of July 21, 2011 were approved unanimously. On motion by Willie Knowles, and seconded by Neil Benton, the financial report was approved unanimously. Louis Hesse reported that he had 3 copies of the UDO printed. He said that the flag pole in Burgaw was not down. Louis Hesse and Chad McEwen discussed the recommendation submitted by the Planning Board requesting the Village Council to hold a public hearing to consider a text change amendment adding Parks/Recreational Grounds and Facilities as a conditional use in the O&I, PUD, B2, R20, and RA20 zoning districts. On motion by Jim Davis, and seconded by Nancy Jones, it was unanimous to schedule a public hearing at the next meeting. On motion by Jim Davis, and seconded by Nancy Jones, unanimously a public hearing was scheduled to hear comments at the next meeting on horse training in R20. Gerald Velie suggested that conditions be listed. Louis and Chad went over suggested zoning changes. Jim Davis requested a listing. Louis told the council that Bill George had looked at the old buildings next door as a possibility to burn them. Judy Katalinic told the council of the candidates meeting with the St. Helena Community Center Association. Alice Southerland asked if the old house would be burned down. Jim Davis said that the old house was not included.
On motion by Nancy Jones, and seconded by Jim Davis, it was unanimous to go into executive session. On motion by Nancy Jones, and seconded by Jim Davis, the executive session was adjourned unanimously. In regular session on motion by Jim Davis, and seconded by Nancy Jones, it was unanimously agreeable to contract for the land. On motion by Jim Davis, and seconded by Nancy Jones, the council unanimously approved having the area mowed to have access to the buildings next door to the hall. On motion by Jim Davis, and seconded by Nancy Jones, the meeting was adjourned unanimously.
