Village of St. Helena Public Hearing
September 29, 2011
Present were Mayor Pro Tem Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, Louis T. Hesse, and Chad McEwen. Absent was Mayor Robert Barnhill.
Attending the meeting were Gina Rampone, Judy Katalinic, Brian Riportella, William Hunter, and David and Kim Oyler.
Mayor Pro Tem Ron Rampone called the meeting to order at 6:30 P. M.
Mayor Pro Tem read the Notice of Public Hearing from the newspaper dealing with the petition of Brian Riportella for a conditional use permit to board and train horses on the property located at 432 North West Avenue, St. Helena, N. C. (Pender County Assessor’s parcel number 3228-21-7903-0000.
Louis Hesse passed out a map of the property.
On motion by Willie Knowles, and seconded by Nancy Jones, the public hearing was opened unanimously.
Conditions were discussed. Corbett read a list of conditions and questions. Among them were danger to health, endanger public safety, health, welfare, how impacted adjacent property. How tract compared to other tracts?
Brian mentioned about 7 acres, about 3 acres owned by William Hunter.
Corbett continued was it training and not competition. Jim Davis mentioned training only and daylight hours.
Brian said that about 15-20 horses. Jim’s limit was 20 horses.
Lighting was discussed.
On motion by Jim Davis, and seconded by Willie Knowles, the public hearing was closed unanimously.
Mayor Pro Tem Ron Rampone called the special meeting to order.
Willie Knowles prayed.
Ron asked if there were any suggestions.
Corbett advised the council to consider not endangering public health, safety, and welfare and put conditions on the use.
On motion by Jim Davis, and seconded by Nancy Jones, it was unanimous to accept the things Corbett recommended. Some of the conditions would be a maximum of 20 horses, daylight hours, 4 security lights not halogen.
Chad mentioned conditional use on property to be purchased, a total of 17 acres in all.
On motion by Jim Davis, and seconded by Willie Knowles, this was unanimous.
Next month would be a public hearing at 6:00 P. M. on the 10 acre property to be purchased next to property already owned by the Riportellas.
Jim Davis commented on property next door to the town hall. He talked about cleaning it up, getting vines off old house.
On motion by Jim Davis, and seconded by Neil Benton, the meeting was adjourned unanimously.
