MINUTES Village of St. Helena Town Board Meeting and Public Hearing September 15, 2011
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, Louis T. Hesse, and Chad McEwen. Also attending were Judy Katalinic, Teresa Coleman, Judy Manning, Dixie Eason, Brian and Holly Riportella, Gerald Velie, William Hunter, David Oyler, Kathy Hone, and Perez. Mayor Robert Barnhill called the hearing to order. Mayor Barnhill read the ad from the newspaper. The public hearing was to receive public comment on (1) a text amendment to Section 10-1 of the Village of St. Helena Uniform Development Ordinance to provide that Parks/Recreational Grounds and/or Facilities are a conditional use in districts zoned O&I, B-2, and RA; (2) a petition to rezone Lots 2A-R and 2B (Pender County Assessor PIN’s 3237-17-2544-0000 and 3237-17-2719-0000), as shown in Map Book 45, at page 53, of the Pender County Registry, from B-2 to R-20 and (3) a petition to rezone that portion of the 26.57-acre tract (Assessor PIN 3228-86-7107-0000), as shown in Map Book 35, at page 141, of the Pender County Registry, currently zoned I-1 from I-1 to R-20. On the text amendment (1) Judy Manning had concerns with traffic, parking, security, clean up, time, and how it would affect the value of her house. Perez said that Memory Lane would be the entrance, security guards would be present, and there would be one concession stand. There were no comments on (2) and (3). The mayor called for a recess until 6:30 P. M. when the regular meeting would begin. Horse training conditional use permit request public hearing was scheduled for 6:30 P. M. on September 29, 2011. Brian Riportella complained. He said that there was nothing negative from surrounding property owners. Louis Hesse explained that it was legal protocol. The regular meeting was called to order by Mayor Barnhill at 6:30 P. M. Willie Knowles prayed. On motion by Nancy Jones, and seconded by Willie Knowles, the financial report was approved unanimously. September 29, 2011 would be a Special Meeting beginning with public hearing at 6:30 P. M. Louis Hesse talked about looking at the barns that could be burned. Jim Davis is collecting bids on cleaning up the buildings and grounds. Jim talked about leaving the cement block building and the old house. FEMA had approved emergency funds to pick up hurricane debris. Mayor Barnhill reported that the chipper had been sold, not the truck. Judy Katalinic told the council that Neil Benton had power washed the town hall. On motion by Jim Davis, and seconded by Ron Rampone, the text amendment dealing with Parks/Recreational Grounds was approved unanimously. On motion by Jim Davis, and seconded by Nancy Jones, it was unanimously approved (2) to rezone lots 2 A-R and 2B from B-2 to R-20. On motion by Jim Davis, and seconded by Ron Rampone, it was unanimous to approve (3) rezoning of a portion of the 26.57-acre tract from I-1 to R-20 Nancy Jones raised a question about running a business in a residential area. Chad said that this would be in the yard outside. On motion by Nancy Jones, and seconded by Neil Benton, the meeting was adjourned unanimously. |
