MINUTES Village of St. Helena Council Meeting February 16, 2012
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, and Louis T. Hesse. Attending the meeting were Judy Katalinic, Kay Knowles, Kathy Hone, William Hunter, Mary Alice Southerland, and Gerald Velie. Mayor Barnhill called the meeting to order at 6:30 P. M. Willie Knowles prayed. Judy Katalinic asked about old plows left on Spisak property. She was told to take them. On motion by Nancy Jones, and seconded by Ron Rampone, minutes of January 19, 2012 were approved unanimously. On motion by Nancy Jones, and seconded by Ron Rampone, the financial report was approved unanimously. Louis Hesse told the council that John Paul Fedoronko could stabilize the old original Spisak house for about $1500-$2000 (stabilize only). Louis talked about a permit for Crossroads Construction. Willie Knowles announced that the farm land had been rented for $60 per acre. Jim Davis informed the council about reinspection for termites by Murray . Jamie Baker quoted $1,000 to spray for powder puff beetles. Jamie suggested plastic for vapor barrier. It was decided not to do any of this. Jim Davis discussed bids that he had received for tearing down old buildings. After reviewing all bids, the ones from Chuck Melton and Hutcheson were being considered. Much discussion over what to save and what to tear down took place. Mary Alice Southerland hoped to save the old house for historical reasons. Kathy Hone felt the block building was salvagable. Judy Katalinic commented maybe the new building could go more to the other side. Mayor Barnhill said that parking space was needed. Neil Benton felt that one building was in pretty good condition. Louis said that it could be used for storage. Jim Davis insisted that he needed to know what to do. Jim Davis made a motion to tear old barns down and keep the old house. This was seconded by Ron Rampone. This motion failed. On motion by Jim Davis to keep the block building failed. On motion by Jim Davis to clear all buildings was not acted upon . On motion by Jim Davis, and seconded by Ron Rampone, it was unanimous to approve a $5,000 audit contract from the same auditors. On motion by Jim Davis, and seconded by Ron Rampone, a resolution was adopted unanimously in support of a local legislative act to amend the session laws regarding the Pender County Alcoholic Control. On motion by Ron Rampone, and seconded by Jim Davis, it was unanimous to participate in the FY 2011 Scattered Site Housing Program in Pender County .
