MINUTES Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, R. H. Corbett, Louis Hesse, and Chad McEwen. Attending the meeting were Judy Katalinic, Gerald Velie, Maureen Watkins, William Hunter, and Kathy Hone.
On motion by Nancy Jones, and seconded by Ron Rampone, the financial report was approved unanimously. Chad McEwen passed out copies of considerations of text change amendments. On motion by Jim Davis, and seconded by Ron Rampone, it was unanimous to delete Article 24 of the Village of St. Helena’s UDO which would eliminate requirements within the UDO concerning Environmental Impact Statements which are handled at the federal level. This vote was rescinded because of requirement for a public hearing. A public hearing was scheduled for May 17, 2012 at 6:00 P. M. Gerald Velie questioned Chad about the proposed amendment eliminating the dedication of public facilities and recreational areas as part of the subdivision process. This needs to be presented to the Planning Board. The text amendment to the UDO to consolidate water and sewage system design and regulation into one article will be addressed at the public hearing. On Spisak property around the house Corbett advised council that the owner was recombining 6 farm lots into 4 lots. A request was made that the requirement for sidewalks along the street be waived. On motion by Nancy Jones, and seconded by Ron Rampone, the requirement for sidewalks was waived unanimously. The fire tax was brought up and comments were made by Louis Hesse and Chad McEwen. Jim Davis asked Chad about the zoning map. Neil Benton told about Main Street and holes needing patches. Louis felt that when the land was surveyed it could have caused holes in the pavement. Jim Davis announced that Hutcheson had completed his work clearing the new property without the need to buy soil. Keeping the property free of wisteria and bushes would require bush hogging and spraying. A request for bids will be advertised. Nancy Jones presented a budget modification to amend the budget covering purchase of new property and other expenses associated with the new property. On motion by Ron Rampone, and seconded by Neil Benton, it was unanimous to amend the budget. Mayor Barnhill brought up the vacancy on the council. He suggested advertising and have letters sent in. For the interview each council member should submit primary and secondary questions to be brought in. If no response to the ad, then recruit. On motion by Ron Rampone, and seconded by Nancy Jones, it was unanimous to place an ad for the vacancy in the newspaper. On motion by Nancy Jones, and seconded by Ron Rampone, it was unanimous to go into executive session. Discussed was the Planning Board and their compensation when meetings are missed. The Planning Board consultant was also discussed. It was the consensus of the council that the consultant position be eliminated. On motion by Ron Rampone, and seconded by Nancy Jones, it was unanimous to end the executive session. Back in regular session, the council discussed having a section of the new property bush hogged and sprayed. On motion by Nancy Jones, and seconded by Neil Benton, it was unanimous to advertise requesting bids to bush hog and spray the property. Mayor Barnhill discussed the town hall building and the town hall sign that originated with the St. Helena Community Center. He appreciated the community center group, but it was two different entities. The hall is municipal owned. Anything done needs to come before the council. The sign is to be removed. Ron Rampone alone voted to have the sign remain. Mayor Barnhill commented on the use of the building by possibly Little League.
