MINUTES
Village of St. Helena Council Meeting and Public Hearing
May 17, 2012

 Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy  Jones,  R. H. Corbett, and Louis Hesse.

Attending the meeting were Kathy Hone, Mary Alice Southerland, Gina Rampone, William Hunter, and Gerald Velie.

 Mayor Barnhill called the public hearing to order at 6:00 P. M.

 The public hearing was to receive comment upon making text amendments to the UDO to (1) eliminate the necessity of locally filing an environmental impact statement and (2) consolidate water and sewage system design and regulation into one article.


 There were no comments.

 On motion by Nancy Jones, and seconded by Jim Davis, the public hearing was adjourned.

 Regular meeting was called to order at 6:30 P. M. by Mayor Robert  Barnhill who also prayed.

 On motion by Nancy Jones, and seconded by Neil Benton, minutes of April 19, 2012 were approved unanimously.

 On motion by Nancy Jones, and seconded by Neil Benton, the financial report was approved unanimously.

 Louis Hesse explained how the Catholic Church sewage was planned.

 On motion by Nancy Jones, and seconded by Neil Benton, the text amendment to the UDO dealing with Article 24 eliminating the necessity of locally filing an environmental impact statement was approved unanimously.

 On motion by Nancy Jones, and seconded by Neil Benton, the text amendment to the UDO consolidating water and sewage system design and regulation into one article was approved unanimously.

 Nancy Jones presented the 2012-2013 proposed budget.

 A public hearing on the proposed budget was scheduled for 6:00 P. M. at the June 21, 2012 meeting.

 For the vacancy on the council two applications were received.  William Hunter and Kathy Hone were the applicants.  Interviews were scheduled for May 31, 2012.  Questions from each council member were to be submitted.

 Bids for bush hogging and spraying newly purchased property were opened.  Bids were from Wade Pridgen and Elbert Newton.  Jim Davis is to check on spraying pesticide license of each of them.

 Mayor Barnhill discussed Powell Bill fund.

 On motion by Jim Davis, and seconded by Nancy Jones, it was unanimous to advertise for bids to have rock spread on North Street.

 On motion by Jim Davis, and seconded by Neil Benton, the meeting was adjourned unanimously.
