MINUTES

Village of St. Helena Council Meeting

July 19, 2012

 

Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, R. H. Corbett, and Louis T. Hesse.

Attending the meeting were Judy Katalinic, Gina Rampone, Kathy Hone, Teresa Coleman, Mary Alice Southerland, William Hunter, and Gerald Velie.

Mayor Barnhill announced that there was no public hearing due to time needed to advertise.  The public hearing would be next month on August 16, 2012 to receive comment upon making text amendments to the Village of St. Helena UDO to delete Section 22-1 thereof requiring subdividers to reserve areas for public school sites.

Mayor Barnhill called the meeting to order at 6:30 P. M. and prayed.

On motion by Nancy Jones, and seconded by Ron Rampone, minutes of June 21, 2012 were approved unanimously.

On motion by Nancy Jones, and seconded by Neil Benton, the financial report was approved unanimously.

Louis Hesse had missed the Planning Board meeting so the attorney handled it discussing UDO Section 22-2 recreation areas.

Louis commented on the planned septic system at St. Joseph’s Church.

Louis said that Williamson and Caison had finished a house and started construction of another on Over Street.

Elbert Newton was not present but was recommending 10-15 loads of dirt @$150 per load to spread on lot next to hall to help cover nails and metal.

Mayor Barnhill announced that Walter Jones would be at Pender Adult Services building in Burgaw on August 7 from 5:30 to 6:30 P. M. to introduce himself.

Mayor Barnhill said that the fifth council member was added after having a referendum.  The referendum was on November 7, 1989 with 43 yes votes and 29 no votes to increase Village council members from four to five.

Mayor Barnhill asked if there was a motion to recommend someone for the vacant council seat.  William E. Hunter and Kathy Hone had applied .

Ron Rampone questioned if it was legal.  His main concern was could our charter be revoked.  Jim Davis said that the fifth seat was on the l989 ballot and was passed.

Attorney Corbett said that it was legal to have five members since the 1989 election passed adding the fifth member.

Neil Benton said that we needed to get it done.

On motion by Neil Benton, and seconded  by Nancy Jones, William E. Hunter was nominated to fill the vacant seat.  The vote for William E. Hunter was 2 yes (Neil and Nancy) and 2 no (Jim and Ron).  Since this was a tie, the mayor voted for William E. Hunter.

Mayor Barnhill commented that the Village could get some ABC monies.

Nancy Jones asked about dirt for the lot next door to the hall.  The person mowing had damaged a tire from nails and metal.  William Hunter said that the man looked at the property before he took the job.  Louis commented that there were old pieces of metal scattered on the lot.  Jim Davis felt that loads of dirt could be disked in , and the mayor  felt that grass could be planted.  Gerald Velie wanted to know if the clearing of the lot was approved.  The clearing of the property was checked and was satisfactory.

On motion by Nancy Jones, and seconded by Ron Rampone, the meeting was adjourned unanimously.
