MINUTES Village of St. Helena Council Meeting May 20, 2010
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, and Louis T. Hesse. Attending the meeting were Judy Katalinic, Charles White, and Gerald Velie. Willie Knowles prayed. There were no public comments. On motion by Ron Rampone, and seconded by Jim Davis, minutes of April 15, 2010 were approved unanimously. On motion by Nancy Jones, and seconded by Jim Davis, the financial report was approved unanimously. Louis Hesse passed out a rezoning request from Charles White to rezone his property on Front Street . Mayor Barnhill asked if he was requesting all his property be rezoned and did he not know the zoning before he acquired the property. Charles White said that it was his mistake. Mayor Barnhill questioned whether the Planning Board understood the big lots. Nancy Jones asked Velie since he is on the Planning Board. Velie said that he voted against it. Louis Hesse made the Planning Board aware that industry needed water and sewer support. Nancy felt we needed to look ahead needing industrial area. Louis said that at this point the petition was recommended. On motion by Jim Davis, and seconded by Ron Rampone, a public hearing was scheduled on June 17, 2010 at 6:00 pm unanimously for this rezoning request. Louis Hesse has received calls from Louis Leimone on the signs. Nancy inquired about Chad . Louis said that Chad was helping the Planning Board with the UDO. Velie mentioned that Chad was to correct the map first. Neil Benton told the council that Ed Croom would pick up the yard debris for $1200. On motion by Jim Davis, and seconded by Ron Rampone, it was unanimous to let Ed Croom pick up the debris for $1200. R. H. Corbett talked about outdoor advertising signs and the non-conforming situation. He was told to take it back to the Planning Board. The mayor commented that we just don’t want any more new signs. Corbett said that you just can’t let existing signs go away. You can leave them up until 50% of the non-conforming sign is destroyed or the town could pay just compensation to make signs come down. If there is a public hearing, it probably would be in July. On motion by Jim Davis, and seconded by Willie Knowles, it was unanimous to extend the moratorium on signs for 90 days. Willie Knowles commented that the roads had been mowed. Mayor Barnhill discussed the proposed 2010-2011 budget. A public hearing was scheduled for June 17, 2010 at 6:30 pm. Judy Katalinic asked about putting a mailbox in front of the town hall to be able to receive mail for the St. Helena Community Center such as Miss St. Helena applications. It was suggested that Judy use her personal mailbox address. Jim Davis would like to try a recorder for meetings costing less than $400. Mayor Barnhill asked about the web site. Jim Davis said that there were 7 or 8 things to change. On motion by Willie Knowles, and seconded by Ron Rampone, the meeting was adjourned unanimously.
