Village of St. Helena Public Hearing and Council Minutes

September 20, 2012

 

Present were Mayor Robert Barnhill, Ron Rampone, Jim Davis, Nancy Jones, William Hunter, R. H. Corbett, and Louis T. Hesse.  Neil Benton was absent.

Attending the meeting were Kyle Breuer, Pender County Planning Director, Judy Katalinic, Alice Southerland, and Gina Rampone.

Mayor Barnhill called the meeting to order and prayed.

On motion by Jim Davis, and seconded by Nancy Jones, minutes of August 16, 2012 were approved unanimously.

On motion by Nancy Jones, and seconded by Jim Davis, the financial report was approved unanimously.

After a short recess, Mayor Barnhill called the public hearing to order.  The public hearing was to receive comment upon making text amendment to the Village of St. Helena Unified Development Ordinance to amend Section 22-2 regarding the voluntary dedication of lands within a subdivision for recreation purposes by subdividers.

Louis Hesse explained this amendment.  There were no questions or comments.

On motion by Jim Davis, and seconded by Nancy Jones, the hearing was adjourned unanimously.

The regular meeting reconvened.

Louis had checked on The Plantation, and the permits have expired.

Louis discussed requests from Pender County that the Village of St. Helena commit to conditional use for a Pender County Jail, law enforcement center, and courthouse.  Request also that Village of St. Helena commit to agree for Burgaw to extend public sewer.  All of this would be located on land in the Village of St. Helena owned now by White, Evanovich, and Baker.  The end of the year was a deadline.

Several questions were asked of Kyle Breuer that he could not answer.

After much discussion Mayor Barnhill said that this should go to the Planning Board.  The end of the year deadline could not be met.

A motion was made and withdrawn to set a public hearing.

Mayor Barnhill felt that we needed a commitment to have sewer available to all of  the Village of St. Helena.

R. H. Corbett explained Article 24 of the UDO.  The Village of St. Helena council will need to rescind action previously taken.

William Hunter reported on the streets.  North Road was fair, Memory Lane had some sinking, and Over Street was in the worst shape.

Attorney Corbett asked that action on Section 22-2 of the UDO be tabled to allow him to review the text.

Jim Davis suggested that the Planning Board be revamped.  A letter is to be sent to each Planning Board member asking if they wish to continue serving on the Planning Board.

Gina Rampone questioned whether anyone was over the Community Association. The answer was nobody.  Fixing the floor was brought up.

On motion by Nancy Jones, and seconded by Ron Rampone, the meeting was adjourned unanimously.
