MINUTES Village of St. Helena Council Meeting October 18, 2012
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, William Hunter, R. H. Corbett, and Louis T. Hess.
Attending the meeting were Bill and Irene Baker, Alice Southerland, Kathy Hone, Gerald Velie, and Judy Katalinic.
Mayor Barnhill called the meeting to order and prayed.
On motion by Nancy Jones, and seconded by Ron Rampone, minutes of September 20, 2012 were approved unanimously.
On motion by Ron Rampone, and seconded by Neil Benton, the financial report was approved unanimously.
The text amending UDO Section 22-2 as prepared by R. H. Corbett was given to each council member. R. H. Corbett explained Section 22-2 pertaining to recreation areas in subdivisions.
On motion by Ron Rampone, and seconded by Jim Davis, it was unanimous to accept the text amendment to UDO Section 22-2.
The Planning Board recommended reinstating Article 24.
On motion by Jim Davis, and seconded by Neil Benton, it was unanimous to rescind action on Article 24 at the May 17, 2012 meeting of the Village of St. Helena Council. At the May meeting text amendment to the UDO was eliminating the necessity of locally filing an environmental impact statement.
On motion by Ron Rampone, and seconded by Jim Davis, it was unanimous to change BrunswickCounty to Pender County in the UDO.
William Hunter told the council that he would get bids to repair the streets in the Village. Jim Davis asked William Hunter if he could get the driveway to the town hall repaired with rock. Nancy asked about Memory Lane, and William said that he would take care of it.
Mayor Barnhill reviewed the letters received from the Planning Board stating “yes” each one wanted to continue to serve.
On motion by Ron Rampone, and seconded by William Hunter, it was unanimous to replace James E. Milam on the Planning Board because of his absences.
Mayor Barnhill asked that nominating a replacement for the Planning Board be tabled until he came up with a written policy.
Gerald Velie asked if policy would apply to the council as well. Mayor Barnhill replied that it would be for the Planning Board only.
Judy Katalinic commented that the Planning Board began receiving a stipend in 2002.
Mayor Barnhill commented that he had presented a policy book in the past which was turned down.
On motion by Nancy Jones, and seconded by Ron Rampone, it was unanimous for the council to go into executive session.
On motion by Jim Davis, and seconded by Ron Rampone, it was unanimous to reconvene the regular meeting.
