MINUTES Village of St. Helena Council Meeting November 15, 2012
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Nancy Jones, William Hunter, and Louis T. Hesse. Absent was Jim Davis. Attending the meeting were Judy Katalinic, Gerald Velie, and Alice Southerland. Mayor Barnhill called the meeting to order and prayed. On motion by Ron Rampone, and seconded by William Hunter, minutes of October 18, 2012 were approved unanimously. On motion by Nancy Jones, and seconded by Ron Rampone, the financial report was approved unanimously. Louis Hesse informed the council of a recommendation from the Planning Board of a rezoning application from Andy Paluck. Andy’s application is requesting the rezoning of two parcels of land from industrial to residential. Mayor Barnhill requested Louis Hesse to check with the owner of the property on which the business Coastal Instruments had been to see if he was interested in rezoning from industrial to residential. Nancy Jones asked Louis differences between R20 and RA20 which he explained. On motion by Nancy Jones, and seconded by Ron Rampone, it was unanimous to schedule a public hearing at the special meeting December 13 on the Planning Board recommendation to rezone Andy Paluck’s property. Louis told the council that Kyle with the county was working on the application to have the jail located in the Village of St. Helena which would be presented to the Planning Board on December 6. Mayor Barnhill had been invited to meet with a group from the county government to learn what was planned on the location of the new jail. The county would be applying for a conditional use permit. Mayor Barnhill requested that sewer be provided to the Village of St. Helena by the county. Louis asked the council if they were willing to let Burgaw have ownership of the truck that was used with the chipper. It was decided that the Village of St. Helena should receive half the value of the truck. William Hunter had bids to repair streets. These bids will be reviewed at the next meeting. Mayor Barnhill reviewed the 2011-2012 audit. On motion by Ron Rampone, and seconded by William Hunter, the audit was accepted unanimously. R. H. Corbett came in after having attended a Rotary meeting. Mayor Barnhill had received a check for $3333.59 from ABC distribution. On motion by Ron Rampone, and seconded by Nancy Jones, it was unanimous to put half of ABC distributions into a building fund. Mayor Barnhill presented a draft of a Planning Board policy. On motion by Ron Rampone, and seconded by Nancy Jones, the policy was approved with three voting yes and Neil Benton opposed. On motion by Nancy Jones, and seconded by Ron Rampone, it was unanimous to maintain six members on the Planning Board. Mayor Barnhill suggested possibly staggering terms on the Planning Board. The attorney is to check the statutory requirements. The motion to amend the number on the Planning Board was tabled.
