MINUTES

Village of St. Helena Public Hearing and Council Meeting

January 17, 2013

Present were Mayor Robert Barnhill, Ron Rampone, Jim Davis, Nancy Jones, William Hunter, R. H. Corbett, and Louis T. Hesse.  Absent was Neil Benton.

ttending the meeting were Mr. and Mrs. Bill Baker, Kathy Hone, Mr. and Mrs. Andy Paluck, Alice Southerland, Judy Katalinic, Gina Rampone, and Kyle Breuer.

The public hearing notice was read by Mayor Barnhill.  The public hearing was to receive evidence concerning petitions to rezone from I1 to R12 the properties assigned parcel identifier numbers 3228-03-0282-0000 (2066 Highsmith Rd.) and 3218-93-9089-0000 (the parcel adjoining the foregoing on the south) by the Pender County Assessor.

Louis Hesse advised that Coastal Instruments owner was not interested in rezoning his parcel.

A comment was that Andy Paluck wanted to build a house.

On motion by Jim Davis, and seconded by Ron Rampone, the public hearing was adjourned unanimously.

At 6:30 P. M. Mayor Barnhill called the regular meeting to order.

On motion by Nancy Jones, and seconded by Ron Rampone, minutes of

December 13, 2012 were approved unanimously.

On motion by Ron Rampone, and seconded by William Hunter, the financial report was approved unanimously.

On motion by Jim Davis, and seconded by Ron Rampone, it was unanimous to approve rezoning two parcels from I1 to R12.

A public hearing was set for February 14, 2013 to hear evidence pertaining to a resolution from the Planning Board recommending to the council of the Village of St. Helena that it issue a conditional use permit upon the application of Pender County with conditions.   Letters will be sent to all taxpayers.

Louis Hesse reported that on Harvest Lane repairs to the antenna were being made.

On motion by Ron Rampone, and seconded by William Hunter, the audit contract for 2012-13 was approved unanimously.

R. H. Corbett recommended that the land use plan should be reviewed.

On motion by Ron Rampone, and seconded by Jim Davis, the meeting was adjourned unanimously.
