MINUTES Village of St. Helena Council Meeting February 21, 2013 Present were Mayor Robert Barnhill, Neil Benton, Jim Davis, Nancy Jones, William Hunter, R. H. Corbett, and Louis Hesse. Absent was Ron Rampone. Attending the meeting were Judy Katalinic, Mr. and Mrs. Bill Baker, Kathy Hone, Gerald Velie, Mary Alice Southerland, and Charles White. Mayor Barnhill called the meeting to order and prayed. On motion by Jim Davis, and seconded by Neil Benton, minutes of January 17, 2013 were approved unanimously. On motion by William Hunter, and seconded by Jim Davis, the financial report was approved unanimously. Louis Hesse reported that tower repairs were being made. One of the conditions needed brought out at the hearing was an exit on Front Street. William Hunter presented a new proposal from G&H Construction & Paving, Inc. to repair streets. On motion by Nancy Jones, and seconded by William Hunter, the proposal was accepted unanimously. Jim Davis said that he would repair the front screen doors to the hall. Mayor Barnhill reminded the council that we should be thinking about the budget. Mayor Barnhill suggested putting ABC money into the building fund. Jim Davis recommended that all ABC money be put into the building fund. Mayor Barnhill brought up that a new computer was needed. On motion by William Hunter, and seconded by Nancy Jones, it was unanimous to purchase a new computer. Mary Alice Southerland recommended that the garbage can used by Ruby Leimone be picked up since Ruby had moved, and no one was living there. Nancy asked if the jail application requesting a conditional use permit would go back to the Planning Board since the hearing. R. H. Corbett said to wait until the March meeting. Bill Baker asked why at every meeting action was being stalled on the county application for the jail. Mayor Barnhill stated that as a result of the hearing US 117 traffic coming in was brought up and Front Street was mentioned for service entrance deliveries and large vehicles. Gerald Velie felt that DOT would get involved. Nancy Jones said that it was not fair to the owners of the land. Kathy Hone said that citizens at the public hearing should be considered. Mayor Barnhill commented that at this time we are waiting on the county. Charles White was concerned as to what he could do with his property. R. H Corbett stated that the county was possibly reconsidering. On motion by Nancy Jones, and seconded by Jim Davis, the meeting was adjourned unanimously. Respectfully submitted, Mary D.
