MINUTES Village of St. Helena Council Meeting May 16, 2013 Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, William Hunter, R. H. Corbett, and Louis Hesse. Attending the meeting was Judy Katalinic. Mayor Robert Barnhill called the meeting to order and prayed. On motion by Ron Rampone, and seconded by William Hunter, the April 18, 2013 minutes were approved unanimously. Jim questioned when would OCS start picking up trash. The answer was probably August 1. 2013. On motion by Nancy Jones, and seconded by Ron Rampone, the financial report was approved unanimously. Louis reported that an ISO review was coming up. Records of inspections and permits are checked. The UDO is still being worked on. Louis explained that the Planning Board voted unanimously to appeal the Village Council’s attendance policy regarding compensation, because there are no excused absences of any kind. R. H. Corbett is to look at a proposal for the next meeting. Mayor Barnhilll stated that maybe 25% absences would include sickness and death. On motion by William Hunter, and seconded by Ron Rampone, it was unanimous to table any decision. William Hunter commented that paving could not be done for two months. William Hunter brought up the speed limits recommended by the State. On motion by William Hunter, and seconded by Jim Davis, it was unanimous to accept the recommended State speed limits. Nancy Jones presented a 2013-14 proposed budget. On motion by Ron Rampone, and seconded by William Hunter, it was unanimous to accept the 2013-14 proposed budget. A public hearing on the proposed budget was scheduled for Thursday, June 20, 2013 at 6:25 P. M. Mayor Barnhill commented on ABC funds the Village received. Mayor Barnhill told the council that a personnel policy was needed to satisfy the insurance company covering public officials. Jim Davis talked about the loudness of music that several others had heard in the Village of St. Helena. On motion by Jim Davis, and seconded by Ron Rampone, the meeting was adjourned unanimously.
