MINUTES Village of St. Helena Council Meeting July 18, 2013 Pesent were Mayor Robert Barnhill, Ron Rampone, Jim Davis, Nancy Jones, William Hunter, R. H. Corbett, and Louis Hesse. Absent was Neil Benton. Attending the meeting were Judy Katalinic, Jackie Davis and Adam, Dennis Boyles, Kathy Hone, Mary Alice Southerland, Tommy Leimone and wife, Robert Kenan, and Gina Rampone. Mayor Barnhill called the meeting to order at 6:30 P. M. On motion by Nancy Jones, and seconded by Ron Rampone, minutes of June 20, 2013 were approved unanimously. On motion by Ron Rampone, and seconded by Jim Davis, the financial report was approved unanimously. Louis Hesse pointed out corrections that were made to the UDO. On motion by Jim Davis, and seconded by Ron Rampone, it was unanimous to accept the changes to the UDO. Louis Hesse thanked the mayor and the council for their memorial gift. Jim Davis mentioned that the Community Center Association had cleaned up the grounds around the hall. Jim also mentioned that he would seek three bids for painting the inside of the hall. Mayor Barnhill suggested pressure washing outside. Mayor Barnhill noted that he felt those in attendance was a result of the article in the local paper. Kathy Hone asked how this was to be resolved. The Mayor stated that back when this took place, we followed advice we were given. Jim Davis read a statement about his concerns. He felt that the League of Municipalities should be brought in to give proper guidance to reorganize the properly operate our township. Hee then requested a closed session. On a motion by Jim Davis, and seconded by Rampone, the council unanimously went into executive session. On motion by Ron Rampone, and seconded by Jim Davis, it was unanimous to go back into open session. Alice Southerland asked how it could be resolved. R. H. Corbett explained that as far as he knew, the procedure was followed to add the fifth member to the council. Jim Davis made a motion to terminate Robert Corbett as the St. Helena attorney effective immediately, seconded by Ron Rampone. The vote was three yes and one (William Hunter) in the affirmative. R. H. Corbett thanked the council for having allowed him to be their attorney. He said that he enjoyed his work with the Village of St. Helena. He also stated that any other attorney would tell them the same thing that he had told them. On motion by Jim Davis, and seconded by Ron Rampone, It was unanimous to advertise for an attorney.
