MINUTES Village of St. Helena Town Board Meeting December 19, 2013
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, William Hunter, Nathaniel Coleman, and Louis T. Hesse.
Others present were Andrew and Cindy Geppert, Gina Rampone, Kathy Hone, Alice Southerland, Kim Hunter, Robin Hesse, Mr. and Mrs. Bill Baker, and Judy Katalinic.
On motion by Nancy Jones, and seconded by William Hunter, minutes of November 21, 2013 were approved unanimously.
On motion by William Hunter, and seconded by Neil Benton, the financial report was approved unanimously.
Mayor Barnhill gave awards to Neil Benton, Jim Davis, and Ron Rampone for their service as members on the Board.
Jim Davis expressed appreciation for serving for his four-year term.
Before the swearing-in, Ron Rampone announced that due to unforeseen circumstances, he decided not to relinquish his seat as council member to take the oath to become mayor.
William Hunter and Judy Katalinic were sworn in as council members by Mary Bakan, Village Clerk.
On motion by Nancy Jones, and seconded by Judy Katalinic, Judy Katalinic became mayor pro tem by acclamation.
Louis Hesse explained to the council the recommendation of the Planning Board on rezoning. 1 1. That the I-1 zoned properties owned by Charles White which are not bordering the Town of Burgaw be rezoned to R-20 (parcel #’s 3228-56-6456-000 & 3228-56-1335-000). 2.That the I-1 zoned property owned by David Evanovich be rezoned to R-20 (parcel #3228-55-4894-0000. 3.That the I-1 zoned property owned by William McLean which is bordering Burgaw with a R-20 zone be rezoned to R-20 (parcel #3228-77-7693). 4.That all of the undeveloped O&I remain O&I due to one property owner’s request and the Planning Board’s belief that it is to be developed for O&I uses in the future since other O&I development already exist around them. 5. That Charles White’s property as well as Pender Progress’ properties bordering Burgaw’s territory would still have a chance to be developed I-1 and therefore recommend that they both be left I-1 in our Village. On motion by Nancy Jones, and seconded by Judy Katalinic, a public hearing was scheduled for January 16, 2014 at 6:25 P. M. unanimously.
On motion by Judy Katalinic, and seconded by William Hunter, it was unanimous to reimburse Louis Hesse $50 for a map.
On motion by William Hunter, and seconded by Nancy Jones, the meeting was adjourned unanimously.

MINUTES Village of St. Helena Town Board Special Meeting December 23, 2013
Present were Mayor Pro Tem Judy Katalinic, William Hunter, Nancy Jones, and Ron Rampone.
Attending was Robert Barnhill.
Mayor Pro Tem Judy Katalinic called the meeting to order and prayed.
Judy said that vacancies on the board needed to be filled by thirty days.
Judy called for nominations for mayor.
Nancy Jones nominated Robert Barnhill. There were no other nominations.
On motion by Nancy Jones, and seconded by William Hunter, Robert Barnhill was voted mayor by acclamation.
Robert Barnhill was sworn in as mayor by Mary Bakan, Village Clerk.
Robert Barnhill then took his seat as mayor.
Mayor Barnhill asked for nominations for the vacancy of council member.
Neil Benton was nominated by Nancy Jones. He was the only nomination.
On motion by Nancy Jones, and seconded by Judy Katalinic, Neil Benton was voted council member by acclamation..
On motion by Nancy Jones, and seconded by William Hunter, the meeting was adjourned unanimously.

Neil Benton was sworn in December 30, 2013 by the Village Clerk.
