Village of St. Helena Town Board Meeting

March 20, 2014

Present were Mayor Robert Barnhill, Judy Katalinic, William Hunter, Nancy Jones, Ron Rampone, Louis Hesse, and Nathaniel Coleman.  Absent was Neil Benton.

Attending the meeting were Attorney Robert Kenan, Alice Southerland, Gina Rampone, and Kathy Hone.

Mayor Robert Barnhill called the meeting to order and prayed.

On motion by Nancy Jones, and seconded by William Hunter, minutes  of February 20, 2014 were approved unanimously.

On motion by Nancy Jones, and seconded by Judy Katalinic, the financial report was approved unanimously.

Mayor Barnhill  mentioned the death of Eddie Patram and that he would be missed by the community.  The mayor also mentioned that Nellie Watkins had died; she had worked 40 years for the county.

The mayor said that the Northwest street sign was missing along with other street signs.

Robert Kenan addressed the council about the Ben Everett subdivision.  He passed out a picture of the Everett property plus a plat of the subdivision.  Kenan stated that he wanted to resolve the situation and move forward.  The subdivision road was discussed as well as ownership of the lots.

On motion by Ron Rampone, and seconded by Judy Katalinic,  it was unanimous to table the matter until the next meeting.

Nancy Jones asked for an opinion from Attorney Coleman.

Attorney Coleman stated that his primary concern would be safety and that prior to approving a plan, the Village should require the land owner to consult with appropriate emergency service providers to make sure that they would respond to a residence at the property.

Ron Rampone felt that the Village would be liable if approved.

Coleman stated that the permit was issued in error and since then revoked by Louis Hesse, the building inspector now.

Ron Rampone suggested to let it sit.

On motion by Ron Rampone, and seconded by Judy Katalinic, it was unanimous to rescind prior motion to table the matter.

On motion by Ron Rampone, and seconded by Judy Katalinic, it was unanimous to leave this matter alone and let Mr. Everett handle those who bought property.

On motion by Judy Katalinic, and seconded by Ron Rampone, the meeting was adjourned unanimously.
