MINUTES
6:30 P.M.
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, Louis Hesse, and Chad McEwen. Absent was R. H. Corbett. The audience consisted of Judy Katalinic, Alice Southerland, Gerald Velie, Kathy Hone, and William Hunter. Mayor Barnhill called the meeting to order. Willie Knowles prayed. There were no public comments on the agenda. On motion by Ron Rampone, and seconded by Willie Knowles, minutes of May 20, 2010, were approved unanimously. Nancy Jones questioned the paying of two electric bills. These were for two separate months. On motion by Willie Knowles, and seconded by Nancy Jones, the financial report was approved unanimously. Louis Hesse informed the council that he had backup when needed. Hesse said that the Planning Board had recommended a proposed amendment to the UDO on outdoor advertising signs being permitted only in I1, I2, B1, B2 and O&I zones. Signs made nonconforming may be maintained and remain in place as long as they are not increased in size or enhanced, left blank for 90 days, ordered removed by the Village Council or a site-locating lease is terminated. On motion by Jim Davis, and seconded by Ron Rampone, a public hearing was scheduled on the above on July 15, 2010, at 6:00 pm. Chad commented on the rezoning request. Mayor Barnhill read comments from Attorney Corbett about spot zoning. Charles White spoke up that it was unfair that Nancy Jones vote. Nancy had checked and said that she could vote. Charles White felt that he was being treated unfairly. Mayor Barnhill reminded him that he bought the property before checking zoning. The mayor felt that St. Helena had possible industrial growth. On motion by Ron Rampone, and seconded by Jim Davis, it was unanimous to reject the request for rezoning. Jim Davis told the council a recorder was tried with no success. On motion by Jim Davis, and seconded by Willie Knowles, the 2010-2011 budget was approved unanimously. Louis Leimone was present to defend signs on I-40. Jim Davis recommended the problem be solved in the simplest way. Chad said that it probably was a drafting error as far as the map. On motion by Willie Knowles, and seconded by Ron Rampone, the meeting was adjourned unanimously.
