Village of St. Helena Town Board Meeting and

Family Subdivision Public Hearing

July 16, 2015

Present were Mayor Robert Barnhill, Judy Katalinic, Neil Benton, William Hunter, Nancy Jones, Louis T. Hesse, and Nathaniel Coleman.  Absent was Kaye Knowles.  Attending the meeting was Alice Southerland.

Mayor Barnhill called the meeting to order, and Judy Katalinic prayed.

Mayor Barnhill opened the public hearing by reading the newspaper ad about text changes for family subdivisions.  He then asked for comments.

Alice Southerland remarked that some residents would like to leave land to family members.

Mayor Barnhill questioned the statement under limitations.  The  division does not create a new public or private street.

Louis commented that one of the limits was road frontage.

Alice Southerland mentioned county subdivisions.

Mayor Barnhill mentioned that it had to be on a public road.

There are also limits to lot size.

On motion by William Hunter, and seconded by Nancy Jones, the public hearing was adjourned unanimously

The regular meeting began.

On motion by Nancy Jones, and seconded by Judy Katalinic, the minutes of June 18, 2015 were approved unanimously.

On motion by William Hunter, and seconded by Nancy Jones, the financial report was approved unanimously.

Wash-out areas around mailboxes was discussed.

Judy Katalinic made a motion to approve the family subdivision. There was no second.  The motion died.

On motion by Nancy Jones, and seconded by William Hunter, the council approved unanimously more review on the family subdivision at the August meeting.

William Hunter said that mowing was needed on North Road.

On motion by Judy Katalinic, and seconded by William Hunter, the council approved unanimously to go into executive session.

On motion by Nancy Jones, and seconded by William Hunter, it was unanimous to seal the minutes of the executive session.

On motion by Nancy Jones, and seconded by William Hunter, it was unanimous to go back to regular session.

On motion by Nancy Jones, and seconded by William Hunter, the meeting was adjourned unanimously.
