Village of St. Helena Council Meeting

August 19, 2010

 

Present were Mayor Pro Tem Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, Louis T. Hesse, Chad McGwen.  Absent was Mayor Robert Barnhill.

 Attending the meeting were Louis Leimone, Judy Katalinic, Kathy Hone, Jim Milam, Gerald Velie, Alice Southerland, Gina Rampone, and a couple residing at 130 North Street .

 Mayor Pro Tem Ron Rampone called the meeting to order.

 Willie Knowles prayed.

 On motion by Willie Knowles, and seconded by Jim Davis, minutes of July 15, 2010, were approved unanimously.

 On motion by Nancy Jones, and seconded by Willie Knowles, the financial report was approved unanimously.

 Louis Hesse had a request from Louis Leimone for a reconsideration by the Planning Board of the Leimone application for a rezoning of some of the property located adjacent to I40. 

 Louis Hesse reported that John P. Fedoronko resumed his house work and that Maria Perez requested a zoning permit for 15 acres at the end of Memory Lane for a ball field.

 Louis Hesse did not approve billboard lights on Highway 117 which are not permitted.

 R. H. Corbett explained that the Planning Board had turned down the petition from Leimone for rezoning.  The petitioner has appealed to the council.

 On motion by Neil Benton, and seconded by Nancy Jones, unanimously a public hearing was scheduled for September 16, 2010, at 6:00 PM.

 Neil Benton reported on broken garbage cans.

 Willie Knowles commented that the streets had been mowed.

 On motion by Jim Davis, and seconded by Nancy Jones, it was a unanimous approval to purchase a new copy machine.

 On motion by Jim Davis, and seconded by Nancy Jones, the clerk was authorized to make necessary budget amendments for the 2009-2010 budget.

 On motion by Jim Davis, and seconded by Willie Knowles, a memorial resolution for Dr. Frank Ainsley was adopted unanimously

 Louis Leimone again spoke on I40 signs.  Much discussion followed.  Louis Leimone withdrew his appeal.

 On motion of Jim Davis, seconded by Willie Knowles, it was resolved that, (1) a public hearing is set for September 16, 2010, at 6:00 o’clock, P. M., to consider amending Section 15-7 C (3) (b) of the Village of St. Helena Unified Development Ordinance to provide, “(b).  Upon the termination of any lease which governs the location of the sign on the site and within 90 days the lease is not renewed or replaced with a lease covering the identical location,” and (2) the Village Attorney is authorized and directed to cause the public hearing to be advertised as provided by law.

 On motion by Willie Knowles, and seconded by Nancy Jones, the meeting was adjourned unanimously.
