MINUTES

Village of St. Helena Town Board Meeting

April 19, 2018


Present were Mayor Robert Barnhill, Mayor Pro Tem Judy Katalinic, Margaret Brinzey, William Hunter, Kaye Knowles, Nancy Jones, and Louis Hesse.


Attending the meeting were Attorney Robert Kenan, Ben Everett, Kate and Jon Stewart-Tayor, Alice Southerland, and David Longinotti.


Mayor Barnhill passed out a floor plan of the new town hall.


Mayor Barnhill called the meeting to order and prayed.


On motion by Nancy Jones, and seconded by William Hunter, minutes of March 15 and March 20, 2018 were approved unanimously.


On motion by Kaye Knowles, and seconded by Judy Katalinic, the financial report was approved unanimously.


Attorney Robert Kenan spoke on behalf of Ben Everett. He explained that Ben Everett wants the town to allow him use of a 20 ft. road width from 117 to Wilson’s home. Also he wants to put a hammerhead turn instead of a cul-de-sac.


It was pointed out that a 30 ft. width for the road was necessary for passing and safety reasons.


If 30 ft. is necessary, Mr. Kenan said that the ditch between 117 and Wilson’s would have to be filled in.


This would cause a drainage problem.


Louis is to present this to the fire marshal.


Mayor Barnhill advised the council that the surveyor had done his work on the new town hall layout.


Louis commented that he needed a substitute inspector when he is out of town. Louis is willing to pay him out of his pocket. Workers comp and liability were concerns.


The new town hall was discussed. Nancy and Judy wanted to make changes on the kitchen plan.


Mayor Barnhill will be checking with banks for a loan.


Alice Southerland talked on the old building and how to save it. Door-to-door flyers were mentioned by Judy to tell the St. Helena residents about renting the old town hall.


Kaye Knowles commented that Judy did a good job with the Village of St. Helena.com web site which includes the St. Helena Community Center information.


Nathaniel Coleman arrived at this time. He will review the issue of a substitute inspector.


Saving records and destroying some came up.


On motion by Kaye Knowles, and seconded by Margaret Brinzey, the meeting was adjourned unanimously.
