Village of St. Helena Town Board Meeting and Public Hearing

July 19, 2018


The hearing was for changes in the Board of Adjustment and Variances of the Village of St. Helena UDO.


Present were Mayor Robert Barnhill, Mayor Pro Tem Judy Katalinic, William Hunter, Margaret Brinzey, Kaye Knowles, Louis Hesse, Kim Rivenbark, and Nathaniel Coleman. Absent was Nancy Jones.


Attending the meeting were Alice Southerland, Tommy Leimone, Mallory Leimone, Jon and Catherine Stewart-Taylor, Ben Everett, Bobbi Bell, and two granddaughters of Margaret Brinzey.


Mayor Barnhill called the public meeting to order and read the ad in the Post about the hearing.


Comments from Attorney Coleman were that a few changes needed to be brought in line. Coleman briefly read descriptions about the Board of Adjustment. Changes in the Board of Adjustment and changes in reference to section 5-4B of the UDO were noted. Kim Rivenbark pointed out that under section 5-4B grievance of variances under unnecessary hardships has many issues, and she explained the various issues that fall under 5-4B.


Zoning problems can be appealed to the Board of Adjustment. There are four ways to appeal.


On motion by William Hunter, and seconded by Margaret Brinzey, it was unanimous to adjourn the public hearing.


Mayor Barnhill began the regular session of the meeting with a prayer.


On motion by William Hunter, and seconded by Margaret Brinzey, the minutes of June 21, 2018 were approved unanimously.


On motion by Judy Katalinic, and seconded by William Hunter, the financial report was approved unanimously.


On motion by William Hunter, and seconded by Judy Katalinic, the ordinance

to approve changes in the Board of Adjustment and section 5-4B was approved unanimously.


On motion by William Hunter, and seconded by Judy Katalinic, approval of the Consistency Statement stating that the changes fit with the Comprehensive Land Use Plan was unanimous.


Attorney Nathaniel Coleman presented a resolution to close certain streets in the Village of St. Helena. The streets are Sebastian, Garibaldi, Verona, and a portion of Second Street.


The closing of these streets will be advertised in the paper for four weeks. Neighboring land owners are to be notified by certified mail.


On motion by Margaret Brinzey, and seconded by Judy Katalinic, a public hearing was unanimously scheduled for Thursday, August 16, 2018 at 6:30 P. M. at the town hall.


Ben Everett came to explain his son had given him some land on the south side of his property. Now the road on the south side is wide enough instead of trying to widen a road on the north side. Louis Hesse agreed with this solution. The fire marshal is fine with it.


Mayor Barnhill informed the council that he had attended a class on ethics training.


The mayor also mentioned working with Kure Beach’s town clerk on paperwork for our new town hall.


Mayor Barnhill said that the land needs to be subdivided into two pieces.


On motion by Kaye Knowles, and seconded by William Hunter, the meeting was adjourned unanimously.
