MINUTES Village of St. Helena Town Board Meeting and Public Hearing August 16, 2018
The hearing was on resolution declaring the intent to consider the closing of Sebastian Street, Garibaldi Street, Verona Street, and the portion of Second Street that runs from Main Street to North Street. These streets are shown on the map of St. Helena at Book 60, Page 99.
Present were Mayor Robert Barnhill, Mayor Pro Tem Judy Katalinic, William Hunter, Margaret Brinzey, Kaye Knowles, Nancy Jones, Louis Hesse, and Nathaniel Coleman. Kim Rivenbark was not present.
In the audience there were Tommy and Mallory Leimone, Andrew and Cynthia Geppert, and Jon and Catherine Stewart-Taylor.
Mayor Barnhill called the meeting to order , and Kaye Knowles prayed.
Mayor Barnhill opened the public hearing by reading the resolution on closing of certain streets. Andrew and Cynthia Geppert asked about the location of these streets. Louis Hesse showed them the streets on the map.
On motion by William Hunter, and seconded by Nancy Jones, the hearing was adjourned unanimously.
Mayor Barnhill called the regular meeting to order.
In the July 19, 2018 minutes a word was not spelled correctly. It was spelled town instead of torn. Louis Hesse asked that the whole sentence be deleted. The sentence was “Buildings with no permits are required to be torn down – no excuses.”
The minutes were then approved unanimously after a motion by Judy Katalinic, and seconded by William Hunter.
Nancy Jones questioned a $36.00 payment to NC Licensing Board for General Contractors. Louis explained that this was a fee collected for homeowners recovery fund.
On motion by Kaye Knowles, and seconded by Judy Katalinic, the financial report was approved unanimously.
Nathaniel Coleman explained the closing of the streets. Jon Stewart-Taylor questioned the closing of the streets in reference to deeds, acreage, and surveying. On motion by Willliam Hunter, and seconded by Margaret Brinzey , closing the streets listed was approved unanimously.
Judy Katalinic told the council about the death of Melvin James on July 25, 2018. He was a member of the Village of St. Helena Planning Board.
Mayor Barnhill has applied for a permit for the septic tank for the new town hall being relocated.
Judy Katalinic discussed Records, Retention, and Disposition Schedule. North Carolina Department of Archives would help.
On motion by Judy Katalinic and seconded by Kaye Knowles, it was unanimously approved to pay $250 to mow the new town hall site.
On motion by Judy Katalinic and seconded by Kaye Knowles, the meeting was adjourned unanimously.
