Village of St. Helena Town Hall Meeting

October 18, 2018


Present were Mayor Robert Barnhill, Mayor Pro-tem Judy Katalinic, William Hunter, Kaye Knowles, Nancy Jones, Margaret Brinzey, Louis Hesse, and Nathaniel Coleman.


In attendance were Frederik Flagstad, Line Skov Jensen, Horace Thompson, and Alice Southerland.


Mayor Barnhill called the hearing to order and read the purpose of the hearing being to hear public comments regarding a petition for a conditional use permit by the Village of St. Helena.


There were no comments about the permit. Frederik Flagstad (from Greengo Energy Inc.) presented the mayor with a check for $5,000 (five thousand dollars) to help with the new town hall.


On motion by William Hunter, and seconded by Judy Katalinic, the public hearing was adjourned unanimously.


Mayor Barnhill called the regular meeting to order and prayed.


On motion by Nancy Jones, and seconded by William Hunter, minutes of September 27, 2018 were approved unanimously.


ABC money of $4,306.59 (for quarter ending June 30, 2018) was deposited October 1, 2018.


On motion by Kaye Knowles, and seconded by Judy Katalinic, the conditional use permit for the Village of St. Helena was approved unanimously with the following foundings. 1) that the use will not materially endanger the public health, safety, and general welfare if located where proposed and developed according to the plan as submitted and approved, 2) that the use meets all required conditions and specifications, 3) that the use will not adversely affect the use or any physical attribute of adjacent property, or that the use is a public necessity, and 4) that the location and character of the use, if developed according to the plan as submitted and approved, will be in harmony with the area in which it is to be located and in general conformity with the Village of St. Helena Land Use Plan. In addition, that the Village Council and Planning Board may impose additional requirements as necessary.


Horace Thompson, surveyor, was at the meeting to answer any questions.


Frederik Flagstad, representing Greengo, gave an overview of the solar farm construction. Judy Katalinic asked about the placement of the substation. William Hunter question topsoil. Flagstad said that there will be no substation.


Louis Hesse is continuing the tradition of not charging permit fees for rebuilding hurricane damaged structures.


William Hunter replaced the sign on North Street.


On motion by Judy Katalinic, and seconded by Kaye Knowles, the meeting was adjourned unanimously.
