Minutes Village of St. Helena Town Board Meeting November 15, 2018 Present were Mayor Robert Barnhill, Mayor Pro Tem Judy Katalinic, William Hunter, Nancy Jones, Kaye Knowles, Margaret Brinzey, Louis Hesse, and Nathaniel Coleman. In the audience, there were F.W. Jones, Charles White, and Nathaniel Coleman’s son. Mayor Barnhill called the meeting to order and prayed. Louis requested a wording change in the minutes of October 18, 2018. The word “conditions” was changed to “findings”. On motion by Judy Katalinic, and seconded by William Hunter, minutes of October 18, 2018 were approved unanimously after the change. On motion by Nancy Jones, and seconded by William Hunter, the financial report was approved unanimously. Louis Hesse explained a rezoning request from Charles White. The land includes parcels 3228-56-1335-0000 and 3228-56-6456-0000. The request is to change these parcels from R-20 to I-1. Louis stated that the Planning Board had recommended approval. At one time, these parcels were I-1 and Charles White requested a change to R-20 which the council approved. Charles White felt that changing it back to I-1 would be more profitable to him since his adjoining area was zoned I-1 giving him a larger area. A hearing on the rezoning request was scheduled for December 13, 2018 meeting. Nathaniel Coleman explained a subdivision request by Westgate Chevrolet allowing an additional dealership to sell Chrysler and Jeeps. Nathaniel Coleman stated that the Planning Board approved the request for this subdivision. Louis said that a conditional use permit will be required. Fred Jones represented Westgate. A hearing will be scheduled for the January meeting. On motion by Margaret Brinzey, and seconded by Nancy Jones, the December meeting was moved to December 13, 2018. Mayor Barnhill will be in charge of refreshments. Charles White had no problem with December 13th. Judy asked permission to put up a live tree since she is planning a family party. No one objected. On motion by Judy Katalinic, and seconded by Nancy Jones, the council went into executive session unanimously. On motion by Nancy Jones, and seconded by Judy Katalinic, the executive session was adjourned unanimously. On motion by Margaret Brinzey, and seconded by Nancy Jones, it was unanimous to seal executive session minutes. Back in regular session, Nancy Jones remarked that Memory Lane needed some maintenance. William Hunter is to get an estimate to repair Memory Lane. William Hunter talked about the Hurricane Florence clean-up. On motion by Judy Katalinic, and seconded by Nancy Jones, the meeting was adjourned unanimously.
