Village of St. Helena Town Board Meeting and Public Hearing

January 17, 2019


Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, William Hunter, Kaye Knowles, Margaret Brinzey, Louis T. Hesse, Kim Rivenbark, and Nathaniel Coleman. Absent was Nancy Jones.


Attending the meeting were Mike Frazier, F.W. Jones, Larry Neuwirth and wife, Mr. and Mrs. Bill Baker, Bobbi Bell, and Charles White.


Mayor Barnhill opened the public hearing by reading the ad from the paper. The hearing was consideration of an application for a rezoning from R-20 to B-2 for properties located at 1320 and 1400 U.S. Highway 117 South. This is the Chevrolet dealership area.


Louis Hesse explained the reason for the request for rezoning.


Bobbi Bell questioned spot zoning. Nathaniel Coleman said that this was not spot zoning.


Louis Hesse pointed out that Westgate was grandfathered in and that Mihindra dealership replaced a trailer park.


Bill Baker questioned lighting. Jon Stewart-Taylor recommended “full-cut-off” lights.


On motion by William Hunter, and seconded by Judy Katalinic, the hearing was adjourned unanimously.


Mayor Barnhill called the regular meeting to order and prayed.


On motion by Kaye Knowles, and seconded by William Hunter, minutes of December 13, 2018 were approved unanimously.


On motion by Judy Katalinic, and seconded by Margaret Brinzey, the financial report was approved unanimously.


Mayor Barnhill asked about the shape, size, and showroom of the new dealership.


Margaret Brinzey was concerned about B-2 expanding long term and setting a precedent.


On motion by William Hunter, and seconded by Judy Katalinic, rezoning to B-2

was passed by Kaye Knowles, William Hunter, and Judy Katalinic voting for it, and Margaret Brinzey voting against it.


Mayor Barnhill reviewed the 2017-2018 audit.


On motion by Kaye Knowles, and seconded by Judy Katalinic, the 2017-2018 audit was approved unanimously.


Charles White appeared before the council saying that if the fire tax was keeping him from developing his land, he would pay it. Nathaniel Coleman will check on this but felt it was not legal.


Charles White was still wanting sewer availability. He asked about putting a lift station on his Burgaw track and running lines to his St. Helena property. Nathaniel Coleman is to check on this.


Bill Baker is also concerned about sewer.


Louis commented that the rezoning to B-2 requires a resolution and ordinance that Kim Rivenbark will write up.


On motion by Judy Katalinic, and seconded by William Hunter, it was unanimous to update St. Helena on the GIS at the cost of $50.


On motion by Kaye Knowles, and seconded by William Hunter, the meeting was adjourned unanimously.
