Village of St. Helena Town Board Meeting

February 21, 2019


Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, William Hunter, Nancy Jones, Kaye Knowles, Margaret Brinzey, Louis T. Hesse, Kim Rivenbark, and Nathaniel Coleman.


Attending the meeting were Mr. and Mrs. Jon Stewart-Taylor and Charles White.


Mayor Barnhill called the meeting to order. Margaret Brinzey led the prayer.


On motion by William Hunter, and seconded by Kaye Knowles, minutes of January 17, 2019 were approved unanimously.


On motion by Margaret Brinzey, and seconded by Judy Katalinic, the financial report was approved unanimously.


Judy Katalinic pointed out that she has received the street signs and poles.


Mayor Barnhill brought up the new town hall to see if the council was still interested. A general contractor was needed. Several were mentioned.


Kim Rivenbark advised that the Board of Adjustment and the St. Helena Council needed quasi-judicial training which she can do.


Charles White again asked the Council to consider rezoning two of his parcels of land from R-20 to I-1.


Mayor Barnhill stated that a few years ago that those two parcels were I-1 and Charles White had requested that they be R-20 which the council passed. William Hunter added that allowing public sewer on White’s property would cause a precedent unfair to others. Attorney Coleman explained that the fire tax was not being charged to St. Helena property owners. At this time, the fire tax is paid from sales tax, franchise tax, and other such revenue. Judy Katalinic remarked that Mr. White did not seem to have a problem about sewer when he had requested a change from I-1 to R-20 a few years ago. Mr. White said that he was trying to sell it.


On motion by Kaye Knowles, and seconded by William Hunter, the meeting was adjourned unanimously.
