Village of St. Helena Town Hall Meeting

April 18, 2019

Present were Mayor Robert Barnhill, Mayor Pro-tem Judy Katalinic, Nancy Jones, Kaye Knowles, Nathaniel Coleman, Louis T. Hesse, and Kim Rivenbark. Absent were William Hunter and Margaret Brinzey.

Attending the meeting were Horace Thompson, David Harts, Barbara Harts, and Jon Stewart-Taylor.

Mayor Robert Barnhill called the meeting to order and led the prayer.

On motion by Kaye Knowles, and seconded by Judy Katalinic, minutes of March 21, 2019 were approved unanimously.

On motion by Nancy Jones, and seconded by Kaye Knowles, the March financial report was approved unanimously.

On motion by Nancy Jones, and seconded by Kaye Knowles, a contract for a substitute building inspector was approved unanimously.

On motion by Nancy Jones, and seconded by Judy Katalinic, zoning software for Louis Hesse was approved unanimously.

Kim Rivenbark mentioned a request from Westgate for a conditional use permit. It will be presented at the Planning Board’s May meeting.

David Harts talked about how he would divide his mother’s property and have 90 feet road frontage.

Jon Stewart-Taylor wanted the council to consider light pollution in the Village of St. Helena. Kim gave an overview of the current lighting ordinance.

On motion by Judy Katalinic, and seconded by Nancy Jones, the auditor’s contract for 2019-2020 was approved unanimously.

On motion by Judy Katalinic, and seconded by Kaye Knowles, the meeting was adjourned unanimously.
