MINUTES
Village of St. Helena Town Board Meeting October 17, 2019
Present were Mayor Robert Barnhill, Mayor Pro Tem Judy Katalinic, Councilman William Hunter, Councilwoman Kaye Knowles, Councilwoman Margaret Brinzey, Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse. Absent were Councilwoman Nancy Jones and Planner Kimberly Rivenbark.
Mayor Barnhill called the meeting to order. Judy Katalinic prayed.
On motion by Judy Katalinic, and seconded by Margaret Brinzey, the minutes of September 19, 2019 were approved unanimously.
On motion by Judy Katalinic, and seconded by Kaye Knowles, the financial report was approved unanimously.
Louis Hesse mentioned that David Harts may request a rezoning of his mother’s property from R-20 to RA.
Louis told the council that someone is interested in putting 4,000 chickens on land on US Highway 117 South. The number in the UDO was discussed.
Solar panels for Teresa Coleman were discussed. A UDO text change amendment would be required.
Mayor Barnhill told the council that a check for $5,762.70 was received from Pender County ABC Board.
On motion by William Hunter, and seconded by Margaret Brinzey, it was unanimous to approve a request form for NCDOT Local Agreement for Debris Removal.
Louis Hesse and Nathaniel Coleman left.
On motion by Kaye Knowles, and seconded by Judy Katalinic, the council went into executive session unanimously.
On motion by Judy Katalinic, and seconded by William Hunter, minutes of the executive session were sealed unanimously.
On motion by Judy Katalinic and seconded by William Hunter, the council adjourned the executive session unanimously.
On motion by Kaye Knowles, and seconded by William Hunter, the council meeting was adjourned unanimously.
