Village of St. Helena Town Board Meeting
January 16, 2020


Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilman William Hunter, Councilwoman Kaye Knowles, Councilwoman Margaret Brinzey, Councilwoman Nancy Jones, Planner Kim Rivenbark, Town Clerk Mrs. Bakan, Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse.


In the audience was Tom Buscemi.


Mayor Barnhill called the meeting to order and led the prayer.


On motion by Nancy Jones, and seconded by William Hunter, minutes of December 19, 2019 were approved unanimously.


On motion by Judy Katalinic, and seconded by Nancy Jones, the financial report was approved unanimously.


The 2018-2019 audit was discussed.


The Board of Adjustment was brought up by the mayor. Winkie Bell and William Wooddell have resigned.


On motion by Nancy Jones, and seconded by Judy Katalinic, Kenneth Barnhill and Tom Buscemi were appointed to the St. Helena Board of Adjustment unanimously with Ashleigh Jones as an alternate.


On motion by Nancy Jones, and seconded by William Hunter, the 2018-2019 audit was approved unanimously.


The Pender County Municipal Dinner Meeting was brought up. Atkinson is the host.


William Hunter brought up the repairs needed on Fairfield Drive which is .26 miles in length.


On motion by Nancy Jones, and seconded by Margaret Brinzey, it was unanimous to allow William Hunter to get bids to repair Fairfield Drive.


Westgate has made a request to modify the conditional use permit granted June 10, 2019. The St. Helena Planning Board recommended extending the trailer time from 120 days to 210 days to get permits and allowing the trailer to stay there from 18 months to 21 months.


On motion by Judy Katalinic, and seconded by Nancy Jones, a public hearing was scheduled for Thursday, February 13, 2020 to hear issues dealing with Westgate and their request for modifying the conditional use permit.


Mayor Barnhill remains a delegate to The Cape Fear Council of Governments.


On motion by Judy Katalinic, and seconded by Kaye Knowles, the meeting was adjourned unanimously.
