Minutes Village of St. Helena Town Hall Meeting March 19, 2020
Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilman William Hunter, Councilwoman Kaye Knowles, Councilwoman Margaret Brinzey, Councilwoman Nancy Jones, Village Attorney Nathaniel Coleman, Village Clerk Mary D. Bakan, and Building Inspector Louis T. Hesse. Absent was Village Planner Kim Rivenbark.
Carey Childress was in the audience.
Mayor Robert Barnhill called the meeting to order and led the prayer. Pledge of Allegiance to the American Flag and salute to the North Carolina Flag were said.
On motion by Nancy Jones, and seconded by Kaye Knowles, minutes of February 13, 2020 hearing and minutes of February 20, 2020 were approved unanimously.
On motion by William Hunter, and seconded by Margaret Brinzey, the February financial report was approved unanimously.
Mayor Barnhill said that he took care of the letter sent by Mike Frazier of Westgate by talking to him on the phone. Westgate is to show suitable progress in 30-45 days. The sales office will be constructed first. Nancy Jones expressed concern that Westgate would not be paying any fines at all.
Judy Katalinic questioned the sewer line.
Mayor Robert Barnhill had two envelopes-one was from Thompson Construction for Louis Hesse. The other letter was a bid from Environmental Unlimited for the new town hall. The mayor said the bid was too high. Options were discussed.
William Hunter had a bid from Andrew Geppert to cut grass in the field next to the town hall. Geppert would charge $150 a cutting. It was unanimous for Geppert to cut the grass four times a year.
On motion by William Hunter, and seconded by Nancy Jones, it was unanimous for Southern Asphalt, Inc. to patch and resurface Fairfield Drive to be paid by Powell Bill Funds.
Judy Katalinic suggested to the Council that Jimmy English be allowed to vote as regular member when the St. Helena Planning Board meets. There was a question about absences at the Planning Board meetings. No action was taken.
On motion by William Hunter, and seconded by Margaret Brinzey, Carey Childress was appointed to the St. Helena Planning Board unanimously.
On motion by Nancy Jones, and seconded by Judy Katalinic, it was unanimous to allow Zachary Jordan to make repairs to the existing town hall to earn his “Eagle Scout Badge”.
William Hunter commented about the solar farm area that needed attention. Louis Hesse said that repairs will be made.
On motion by Nancy Jones, and seconded by William Hunter, the meeting was adjourned unanimously.
