Village of St. Helena Town Board Meeting

May 21, 2020

Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilman William Hunter, Councilwoman Margaret Brinzey, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Planner Kim Rivenbark, and Building Inspector Louis Hesse. Nathaniel Coleman was absent.

In the audience were Cary Childress and Jessica Gray.

Mayor Barnhill called the meeting to order and Kaye Knowles led the prayer.

Pledge of Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all present.

On motion by Nancy Jones, and seconded by William Hunter, minutes of April 16, 2020 were approved unanimously.

On motion by William Hunter, and seconded by Margaret Brinzey, the April 2020 financial report was approved unanimously.

Mayor Barnhill talked about the new town hall. A site survey cost and the cost of the new building would make it unaffordable.

William Hunter brought up that W.E. Newton would be mowing the street shoulders. Southern Asphalt is to start work on Fairfield Drive the third week in June.

Louis Hesse said that there were 2 projects in the works.

Kim Rivenbark is updating the Unified Development Ordinance. She suggested to the council that the Land Use Plan be updated.

Picking up trash by GFL was discussed.

Mayor Barnhill gave a summary of the budget. Nancy Jones suggested that Judy Katalinic be paid for the extra work that she does. Judy Katalinic requested a speaker phone for the Town Hall.

On motion by Judy Katalinic, and seconded by William Hunter, a public hearing for the 2020-2021 fiscal year budget was scheduled at 6:30 P.M. on Thursday, June 18, 2020 at the St. Helena Town Hall. This was approved unanimously.

On motion by Nancy Jones, and seconded by William Hunter, the meeting was adjourned unanimously.
