Village of St. Helena Town Board Meeting

August 20, 2020

Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Planner Kim Rivenbark, Attorney Nathaniel Coleman, and Building Inspector Louis Hesse. Absent were Councilwoman Margaret Brinzey and Councilman William Hunter.

In the audience was Carey Childress.

Mayor Barnhill called the meeting to order and led the prayer.

The group joined in with the pledge of allegiance to the U. S. Flag and the salute to the N. C. State Flag.

Cary Childress commented that the St. Helena sign is still missing on 117 South.

Judy Katalinic is to order two city limit signs to replace the ones that were located on Highsmith Road and U.S. Highway 117 South. Also she is to order street signs for Memory Lane and East Main Street. Nancy Jones commented that a vehicle mowed down two rows of corn before clearing the field.

On motion by Kaye Knowles, and seconded by Judy Katalinic, minutes of July 16, 2020 were approved unanimously.

On motion by Nancy Jones, and seconded by Kaye Knowles, the July 2020 financial report was approved unanimously.

Louis Hesse brought up that someone wants to buy property in Fairfield.

Nathaniel Coleman said that he was dealing with a possible subdivision at the intersection of U.S. Highway 117 South and East Main Street. The issue of whether the land would perk was brought up.

Kim Rivenbark has gone through 5 chapters of the U.D.O. (Unified Development Ordinance) and is ready to present it to the St. Helena Planning Board. Nancy Jones recommended lot size to be at least one acre. Judy Katalinic questioned animals limits be per acre or per lot but not both.

Louis Hesse is expecting blue prints from Scotch Bonnet solar farms.

Mayor Barnhill met with Jimmy Smith at Four County EMC about expansion of Cape Fear Community College into the Pender Progress area.

Mayor Barnhill announced that the North Carolina Department of Transportation will be picking up debris on state highways.

Nancy Jones asked Louis about the jeeps at Westgate being moved from the dealership in St. Helena. Louis said that there was not that many.

On motion by Nancy Jones, and seconded by Kaye Knowles, the meeting was adjourned unanimously.
