MINUTES Village of St. Helena Public Hearing September 16, 2010 Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R.H. Corbett, Louis T. Hesse, and Chad McEwen. Attending were Gina Rampone, Kathy Hone, Judy Katalinic, and Louis Leimone. The public hearing was to receive public comments upon a proposed amendment to the Village of St. Helena Uniform Development Ordinance providing that nonconforming outdoor advertising signs shall be removed if a site-locating lease is terminated and within 90 days the lease is not renewed or replaced with a lease as to the identical location. The Planning Board is recommending a change from 90 to 120 days. Kathy Hone said that 90 days was okay with everybody at the last meeting. Louis Leimone said that if all were more comfortable with 90 days, it is your call. Judy Katalinic stated it was basically okay with Rom Rampone and Louis Leimone with the 90 days at a previous meeting. Juliann McCracken (Louis Leimone’s sister) had attended the previous Planning Board meeting and requested 120 days. Louise Leimone agreed the gentlemen’s agreement was 90 days. On Motion by Ron Rampone, and seconded by Nancy Jones, the public hearing was adjourned unanimously. Hesse, and Chad McEwen. Attending were Gina Rampone, Kathy Hone, Judy Katalinic, William Hunter, Jean Walker, Jim Milam, and Louis Leimone. Mayor Robert Barnhill called the meeting to order. Prayer by Willie Knowles. There were no comments on the agenda. On a motion by Willie Knowles, and seconded by Ron Rampone, the minutes of August 19, 2010 were approved unanimously. On a motion by Willie Knowles, and seconded by Nancy Jones, the financial report was approved unanimously. Jean Walker talked to the council about her running for clerk of court. She gave a background of her education, family, and her work experience. R. H. Corbett told the council that the Planning Board has recommended 120 days on the sign amendment. Mayor Barnhill asked about lights on 117 signs recently put up. Louis Hesse stated that lights would not be turned on. Mayor Barnhill asked about the ball park requested. Louis Hesse said that the lady was still working on it. Willie Knowles stated that the streets had been mowed. Jim Davis stated that a plan is needed for Town Hall building repairs. A sound system is being tried out. Mayor Barnhill commented on the noise of the sound system. The building roof was discussed. Metal roofing is being considered. Jim is to obtain quotes on roof repairs Ron Rampone reported the County Emergency Management was doing a excellent job keeping the people informed. Mayor Barnhill talked about Jimmy Smith and RCAD (Rural Community Development). A meeting is scheduled for October 4, 2010. On motion by Nancy Jones, and seconded by Jim Davis, it was unanimous to donate $200 to RCAD. Mayor Barnhill stated, the two main canals in St. Helena need to be cleaned out, which he will request. On a motion by Jim Davis, and seconded by Ron Rampone, the sign ordinance amendment using 90 days was approved by a vote of 4. Nancy Jones opposed the change. There were no public comments.
