Village of St. Helena Town Hall Meeting

January 21, 2021

Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilwoman Margaret Brinzey, Councilman William Hunter, Councilwoman Kaye Knowles, Village Clerk Mary D. Bakan, Planner Kim Rivenbark, Village Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse. Absent was Councilwoman Nancy Jones.


In the audience were Julian Smith, William Wooddell, and Cheryl Wooddell.


Mayor Barnhill called the meeting to order at 6:30 p.m. and Councilwoman Kaye Knowles led the prayer.


Pledge of Allegiance was said to the U.S. Flag, and a salute was said to the N.C. Flag.


Mayor Barnhill recognized William and Cheryl Wooddell. Cheryl showed a chandelier which she wanted to donate to the Village of St. Helena. The chandelier had hung above the altar in the chapel at the Catholic School. The council agreed to accept the chandelier.


On motion by Kaye Knowles, and seconded by William Hunter, minutes of December 17, 2020 were approved unanimously.


On motion by Judy Katalinic, and seconded by Margaret Brinzey, the December 2020 financial report was approved unanimously.


Attorney Coleman passed out copies of a plat concerning the Charles White/ Scotch Bonnet Solar farm property.


On motion by William Hunter and seconded by Judy Katalinic, the plat was approved unanimously.


Kim Rivenbark updated the council on the progress she was making on the U.D.O. She presented a timeline for meetings and hearings.


Judy Katalinic had a problem with livestock being allowed only in RA zoning. Judy Katalinic, Kaye Knowles, and Margaret Brinzey wanted livestock allowed also in the R-20 zoning. Also discussed was the amount of livestock that would be allowed on a per acre basis.


Kim discussed signs and asked the council to review this.


William Hunter presented bids for mowing the grass on the lot next to the town hall.


On motion by William Hunter, and seconded by Kaye Knowles, it was unanimous for Tommy Ivey to mow the grass next door to the town hall.


On motion by Judy Katalinic, and seconded by Kaye Knowles, it was unanimous to pay $125 to Tommy Ivey to remove overhanging branches on North Road.


William Hunter discussed outside lighting at the town hall. Mayor Barnhill suggested contacting Jimmy English to fix this. Judy is to call Jimmy English.


The council went into executive session.


On motion by Kaye Knowles, and seconded by Judy Katalinic, minutes of the executive session were sealed unanimously.


On motion by Margaret Brinzey, and seconded by William Hunter, the executive session was adjourned unanimously.
