Village of St. Helena Town Board Meeting February 18, 2021 Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilwoman Margaret Brinzey, Councilman William Hunter, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Village Clerk Mary D. Bakan, Planner Kim Rivenbark, Village Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse. In the audience was Tommy Batson, Pender County Fire Marshal. Mayor Barnhill opened the meeting and Nancy Jones led the prayer. Pledge of Allegiance was said to the U.S. Flag, and a salute was said to the N.C. Flag. On motion by Nancy Jones, and seconded by William Hunter, minutes of January 21, 2021 were approved unanimously. On motion by Judy Katalinic, and seconded by Kaye Knowles, the January 2021 Financial Report was approved unanimously. Mayor Barnhill reviewed the 2019-2020 audit. On motion by Nancy Jones, and seconded by Judy Katalinic, the 2019-2020 audit was approved unanimously. William Hunter stated he has someone who will clean out the gutters. On motion by Margaret Brinzey, and seconded by Nancy Jones, the council unanimously approved to hire Tommy Batson as a sub for Louis Hesse in reference to fire inspections. Tommy Batson is a level 3 fire inspector. A mutual aid agreement between St. Helena and Pender County could possibly increase St. Helena’s fire rating and lower insurance premiums for residents. On motion by Judy Katalinic, and seconded by Nancy Jones, it was unanimous to sign the mutual aid agreement. Attorney Coleman brought up that the owner of land along Bland Avenue is interested in a subdivision. Kim Rivenbark said that the U.D.O. books will be ready for the next council meeting. Mayor Barnhill made comments about the new town hall. He has contacted the office of Representative Rouzer for a possible grant. Construction materials have increased in costs. Some materials are in short supply. Judy Katalinic brought up the porch light. It is covered with vinyl siding which needs removal before a light can be installed. On motion by Nancy Jones, and seconded by Kaye Knowles, the meeting was adjourned unanimously.
