Minutes Village of St. Helena Town Board Meeting March 22, 2021
Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilman William Hunter, Councilwoman Margaret Brinzey, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Village Clerk Mary D. Bakan, Planner Kim Rivenbark, Village Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse. Mayor Barnhill called the meeting to order, and William Hunter led the prayer. Pledge of Allegiance was said to the U.S. Flag and a salute was said to the N.C. Flag. On motion by Nancy Jones, and seconded by William Hunter, the February 18, 2021 minutes were approved unanimously. On motion by Kaye Knowles, and seconded by Margaret Brinzey, the February 2021 financial report was approved unanimously. Louis Hesse talked about construction on houses on Jordan Road. Nathan Coleman presented a subdivision request for Joseph T. Keech III’s property. Keech changed two lots into three lots. A workshop is located in the old dairy barn. On motion by Nancy Jones, and seconded by William Hunter, the subdivision for the Keech’s property was approved unanimously. On motion by Judy Katalinic, and seconded by Nancy Jones, a public hearing on the new Unified Development Ordinance (U.D.O.) was set for April 15, 2021 at the next regular meeting. The motion was approved unanimously. Estimated American Rescue Plan funding for the Village of St. Helena is $124,079.00. Spending restrictions are attached to this funding. Mayor Barnhill suggested hiring a grant writer for the new town hall. The council agreed on this. The cost was estimated between $450-$500. William Hunter mentioned that the trees on the side of the town hall needed trimming. On motion by Nancy Jones, and seconded by Judy Katalinic, it was unanimous to have trees trimmed that are against the town hall at a cost of $450. On motion by Nancy Jones, and seconded by William Hunter, the meeting was adjourned unanimously.
