Minutes Village of St. Helena Town Hall Meeting And Unified Development Ordinance (U.D.O.) Hearing April 15, 2021
Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilwoman Margaret Brinzey, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Village Clerk Mary D. Bakan, Planner Kim Rivenbark, Village Attorney Nathanial Coleman, and Building inspector Louis T. Hesse. Absent was Councilman William Hunter.
There was no one in the audience.
Mayor Barnhill called the meeting to order.
Pledge of Allegiance to the U. S. Flag and a salute was said to the N.C. Flag.
Kim Rivenbark brought out the major changes in the New Unified Development Ordinance. Judy Katalinic asked about Chapter 15.9 and suggested adding R-20 and R-40 zones. This section includes agricultural uses and the number of livestock allowed.
Kim pointed out that the new U.D.O. has regulated standards.
On motion by Kaye Knowles, and seconded by Nancy Jones, the public hearing was closed unanimously.
On motion by Nancy Jones, and seconded by Kaye Knowles, the resolution adopting a statement of consistency regarding the adoption of the new Village of St. Helena U.D.O. mandated by the North Carolina General Statute 160D was adopted unanimously.
On motion by Margaret Brinzey, and seconded by Nancy Jones, the village council adopted the new U.D.O. ordinance stating that the new Village of St. Helena U.D.O. is consistent with the Village of St. Helena Comprehensive Land Use Plan, being reasonable, and in the public interest. This was approved unanimously.
On motion by Nancy Jones, and seconded by Kaye Knowles, minutes of the March 18, 2021 meeting were approved unanimously.
On motion by Margaret Brinzey, and seconded by Judy Katalinic, the March 2021 financial report was approved unanimously.
On motion by Kaye Knowles, and seconded by Nancy Jones, Interlocal Government Agreements dealing with building inspection services and /or fire inspections between Pender County, Burgaw, and Village of St. Helena were approved unanimously.
On motion by Nancy Jones, and seconded by Kaye Knowles, the Southeastern NC Regional Hazard Mitigation Plan was adopted unanimously.
On motion by Judy Katalinic, and Kaye Knowles, the meeting was adjourned unanimously.
