Village of St. Helena Town Board Meeting and Budget Hearing June 17, 2021 Present were Mayor Robert Barnhill, Mayor Pro-tem Judy Katalinic, Councilwoman Margaret Brinzey, Councilwoman Kaye Knowles, Councilman William Hunter, Councilwoman Nancy Jones, Planner Kim Rivenbark, Village Attorney Nathaniel Coleman, Village Clerk Mary Bakan, and Building Inspector Louis T. Hesse. In the audience were Stuart and Jill Hunter, Jessica Gray, Thomas Buscemi, Charles White, and Dr. Naseem Nasrallah. Mayor Barnhill called the meeting to order and led the prayer. Pledge of Allegiance was said to the U.S. Flag and a salute to the North Carolina Flag. Mayor Barnhill opened the public hearing on the 2021-2022 budget. Thomas Buscemi asked about the fire tax rate. Mayor Barnhill explained that the rate is nine cents per $100 evaluation. Mr. Buscemi talked about the problem with drainage. Jessica Gray, representing Carethe public. Dr. Naseem Nasrallah brought up that the road in front of his house needed work and ditches needed cleaning. Mayor Barnhill commented the road was part of the state system. The mayor also pointed out that the Covid money available would not go very far in cleaning the ditches. Mr. and Mrs. Stuart Hunter talked about the problem of drainage. Charles White also had a problem with drainage on his property. The public hearing was closed. The regular meeting followed the public hearing. On motion by Judy Katalinic, and seconded by Kaye Knowles, minutes of May 20, 2021 and May 24, 2021 were approved unanimously. On motion by Nancy Jones, and seconded by William Hunter, the May 2021 financial report was approved unanimously. On motion by William Hunter, and seconded by Judy Katalinic, the 2021-2022 budget was approved unanimously. On motion by Nancy Jones, and seconded by Judy Katalinic, the auditor’s contract for 2020-2021 budget was approved unanimously. William Hunter brought up a request that the Village of St. Helena take over the upkeep of the Pike Creek Cemetery located in St. Helena. This was discussed. On motion by William Hunter, and seconded by Nancy Jones, it was unanimous that the Village of St. Helena not accept Pike Creek Cemetery. Louis Hesse Talked about a house going in on Jordan Road and a house going in on Memory Lane. Louis commented that Westgate had done work on their retaining pond so their permit has been extended for six months. On motion by Nancy Jones, and seconded by Kaye Knowles, the meeting was adjourned unanimously.
