Village of St. Helena Town Board Meeting

August 19, 2021

Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilman William Hunter, Councilwoman Margaret Brinzey, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Village Clerk Mary Bakan, Village Attorney Nathaniel Coleman, and Building Inspector Louis Hesse. Absent was Kim Rivenbark.


Mayor Barnhill called the meeting to order and led the prayer.


Pledge of allegiance was said to the U.S. Flag and a salute was said to the N.C. Flag.


On motion by Kaye Knowles, and seconded by William Hunter, minutes of July 15, 2021 were approved unanimously.


On motion by Nancy Jones, and seconded by William Hunter, the July 2021 financial report was approved unanimously.


The American Relief Plan (ARP) funding was discussed, including the approved uses which are limited. St. Helena has until December 31, 2024 to earmark the money and until December 31, 2026 to use the money. Amount received so far is $67,563.86. Judy Katalinic mentioned the paperwork needed to be done which requires an Interim Report, Project and Expenditure reports.


Judy Katalinic stated that the street sign blades had been ordered.


Nathaniel Coleman brought up the owner of Mike Leimone’s property is requesting a division into two sections. A final plat is needed to present to the planning board.


On motion by Nancy Jones and seconded by Judy Katalinic, the council voted unanimously to have Alonzo West to power wash the town hall.


On motion by William Hunter, and seconded by Nancy Jones, the meeting was adjourned unanimously.
