Minutes Village of St. Helena Town Board Meeting September 16, 2021 Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilman William Hunter, Councilwoman Margaret Brinzey, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Village Clerk Mary Bakan, Village Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse. Absent was Kim Rivenbark.
In the audience were Neil Benton and Alice Southerland.
Mayor Barnhill called the meeting to order and led the prayer.
Pledge of allegiance was said to the U.S. Flag and a salute was said to the N.C. Flag.
Alice Southerland asked to speak. She had issues with the decision that the council had passed a resolution to have voting on Election Day only. No early voting and absentee ballots. She brought out that some people are homebound. She was very disappointed about the council’s decision.
William Hunter commented that he had no problem with early voting but was against absentee ballots because the person receiving the ballot may not be the one filling it out.
Election Day 2023 was discussed.
On motion by Kaye Knowles, and seconded by Judy Katalinic, minutes of August 19, 2021 were approved unanimously.
On motion by Kaye Knowles, and seconded by Judy Katalinic, the August 2021 financial report was approved unanimously.
Louis Hesse mentioned permits and the Duke Energy Tower on Harvest Lane.
Nathaniel Coleman mentioned that the planning board will consider a final plat approval at their October meeting. Mayor Barnhill brought up that the hall floor had a powder-post beetle problem.
On motion by Judy Katalinic, and seconded by Margaret Brinzey, it was unanimous for Murray Exterminating Co. to treat the floor at a cost of $3,300.00.
Murray Exterminating Co. recommended that trees along the ditch be removed.
On motion by Nancy Jones, and seconded by William Hunter, the meeting was adjourned unanimously.
