Village of St. Helena Town Hall Meeting

October 21, 2021

Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilwoman Margaret Brinzey, Councilwoman Kaye Knowles, Village Clerk Mary Bakan, Village Attorney Nathaniel Coleman, Building Inspector Louis T. Hesse, and Planner Kimberly Rivenbark. Absent were Councilwoman Nancy Jones and Councilman William Hunter.

In the audience were Planning Board Member Gerald Velie, Planning Board Member Carey Childress, Council Candidate Neil Benton, Alice Southerland, Bill and Brenda Starling.

Mayor Barnhill called the meeting to order and led the prayer.

Pledge of allegiance was said to the U.S. Flag and a salute was said to the N.C. Flag.

On motion by Judy Katalinic, and seconded by Kaye Knowles, minutes of September 16, 2021 were approved unanimously.

On motion by Kaye Knowles, and seconded by Judy Katalinic, the September 2021 financial report was approved unanimously.

On motion by Margaret Brinzey, and seconded by Judy Katalinic, the final subdivision plat of Demetria L. Padgett’s land was approved unanimously.

Kim Rivenbark brought up a text change requested by Project Fresh. Height limit would be changed from 35 feet to 55 feet. Two parcels 3228-46-1976-0000 and 3228-46-1570-0000 would be changed from RA to I-1 as requested by Project Fresh.

The St. Helena Planning Board had approved both.

On motion by Judy Katalinic, and seconded by Kaye Knowles, a public hearing on the above requests was scheduled for November 18, 2021.

Gerald Velie was concerned that the planning board had not received enough information about the warehouse.

Alice Southerland was concerned about a letter not written about the one-stop voting and mail-in ballots not being approved by the council.

On motion by Judy Katalinic, and seconded by Margaret Brinzey, the council approved unanimously to have  Tony’s Tree Service to remove trees along the ditch next to the hall at a cost of $7,500.

Mayor Barnhill read a letter of resignation effective December 31, 2021 from Mary Bakan.

On motion by Judy Katalinic, and seconded by Kaye Knowles, the meeting was adjourned unanimously
